I. Summary
An environmental survey for Lead Based Painted (LBP) Components was conducted by
Altol Environmental Services Inc. in order of Barrett Hale & Alamo on Jun 27, 2019 for
Highway PR-1 (Km 0.00 to Km 128.00) of Roadside Barriers (Specific Locations). The structures are located from Km 0.00 to Km 128.00, San Juan to Ponce, Puerto Rico. The purposed of this inspection was to identify LBP coating in the roadside barriers affected by the Hurricane Maria to be scheduled for removal and replace. The inspection was performed following applicable portions of the Housing Urban Development Guidelines. The scope of the survey included detection of LBP components that were present in the specific locations where they were tested.
The structures (Road Barriers) were tested. The inspection consisted in the determination for
LBP at The Head Start Center. The survey, performed with an XRF instrument manufactured by Thermo Scientific, was conducted using 100% of testing.
Positive components were found painted with LBP during this inspection. See
Table 1-1 for Summary of Positive Components.

1. Introduction
An environmental survey for Lead Based Painted (LBP) Components was conducted by
Altol Environmental Services, Inc for Barrett Hale & Alamo. The scope of the survey included LBP testing of components for Metal at Highway PR-1 (Km 0.00 to Km 128.00), which are scheduled to be removed and install (Roadside Barriers). The structures are located from San Juan to Ponce, Puerto Rico. The survey was performed using the single-family testing protocol outlined by HUD in 1997.
The LBP investigation was conducted by Margarita Irizarry, EQB certified LBP inspector
No. 3248-1218-LI-006. The credentials of Altol Environmental Services, Inc. and of LBP inspector are attached in Appendix IV.
2.0 Lead Based Paint Testing Methodology
The lead based paint testing protocol officially available at this time was published by
HUD initially in 1990, revised in 1991 and finalized in 1995 (see above HUD reference). A revised modification of Chapter 7 was published in 1997. In accordance to the new protocol, almost all surfaces present in the dwelling units has to be tested. The above guidelines were used to perform lead based-paint testing for this project.
Highway PR-1, (Km 0.00 to Km 128.00) San Juan to Ponce, PR Jun 27, 2019
The hazard level of lead in paint has been determined by the Department of Housing &
Urban Development (HUD) to be 1.0 mg/cm2, as measured by XRF or Atomic Absorption
Spectroscopy (AAS), or 0.5% by weight (or 5000 ppm) as measured by AAS, or Inductive
Coupled Plasma (ICP). The same level was adopted by EPA regulations published in 1992, under Title X.
The main steps involving a multi-family inspection:
1. Select the painted area to be tested
2. Classify XRF and paint chips results
3. Collect and analyze paint chip samples, for inconclusive results
4. Classify paint chips results
5. Review and evaluate the data
6. Report findings
3.0 Testing Procedure
For this survey the painted component testing was performed with a Thermo Scientific Niton X
Ray fluorescence instrument (serial number 85563) the instrument operates in two modes;
standard mode and time corrected mode (Lead in Paint K+L variable reading time mode). The standard mode is a method selected for the NIST reference reading to ensure
Highway PR-1, (Km 0.00 to Km 128.00) San Juan to Ponce, PR Jun 27, 2019 that the instrument is working according to the manufacturers Performance Characteristic Sheet
(PCS). The selected mode for sampling of components was done in time corrected mode (Lead in Paint variable reading time mode); which allows reference to the abatement level set at 1.0 mg/cm². The results are reported at 95% confidence level and the quality of the testing verified according to the manufacturers recommendations.
NOTE:
If the results of the surface analyzed by the XRF Spectrum Analyzer is less than 1.0 mg/cm² it’s considered negative.
If the results of the surface analyzed by the XRF Spectrum Analyzer is equal or greater than 1.0 mg/cm² it’s considered positive.
In case of inconclusive result, Paint Chip (sample of the paint) will analyzed at laboratory and reported by weight % or ppm.
Highway PR-1, (Km 0.00 to Km 128.00) San Juan to Ponce, PR Jun 27, 2019
Component sampling was conducted using a clockwise path for all functional spaces including exterior sides of selection as per the following figure:
4.0 Results
Seventy-six (76) XRF readings were taken. Positive LBP components were found at the moment of this inspection. The results of the tested components are shown in Appendix II.
Highway PR-1, (Km 0.00 to Km 128.00) San Juan to Ponce, PR Jun 27, 2019
5.0 Conclusions
LBP survey was conducted for Barrett Hale & Alamo. The scope of the survey included
LBP testing of components of Metal at Highway PR-1, which is scheduled to be renovated.
The structure is located from San Juan to Ponce (Km 0.00 to Km 128.00), Puerto Rico.
Positive components were found during the inspection.
This report should be kept by the owner and all future owners for the life of the building.
The LBP survey relates to surfaces accessible and not covered by rigid barriers. Should any hidden surfaces or components be present, they must be assumed to be painted with LBP or with positive value.
