About this file
This amendment to a federal solicitation provides revisions and clarifications to requirements for a signs and safety repairs project on multiple roadways in Puerto Rico. The project involves repairing damaged traffic signs, guardrails, and other safety equipment from hurricanes along PR-1, PR-2, and PR-3, including new signs, guardrails, end terminals, bridge transitions, transition modules, demolition and removal of existing items, temporary traffic control, and other miscellaneous work. The bid schedule and standard drawings were updated, and the bid opening was rescheduled to January 7, 2021. Cultural resource monitoring will require SHPO approval. The solicitation is set aside for small businesses and issued by the Federal Highway Administration Eastern Federal Lands Highway Division. Pricing will be evaluated for the base project and multiple contract options with a total value over $10 million.

Questions/Clarifications
Questions/Clarifications
The following questions and issues were submitted via email. The Government response or clarification is provided. Due to the repetitive nature of several questions and issues, the wording of the questions may have been revised and some questions have not been included.
The Government’s direct response to the sender may also have been updated below for better clarity.
1. On Schedule A (PR-2), pay item no. 91001-3000 Bridge Transition Upgrades and pay item
no. 91001-6000 Transition Module to Concrete Parapet: The proposed quantity differs from quantities identified on work to be performed & plans. Please revise and confirm.
Response: The bid documents have been reviewed and the bid quantity will remain the same. However, the name of pay item no. 91001-6000 has been revised to “New Transition Module”. This item pays for new transition modules, over and under 45mph, as required at each location based on applicable specifications. Refer to the amended bid schedule.
Contractors are required to coordinate with the CO any noted difference in the plans before proceeding with the proposed work in accordance with FAR 52.236-21. Payment will be made for the actual quantities of work performed and accepted or material furnished according to the contract. The scheduled quantities may be increased, decreased, or deleted.
2. On Schedule B (PR-3), pay item no. 60600-1000 W-Beam Guardrail, Single Face, pay item
no. 91001-5000 New Transition Module (more than 45mph), and pay item no. 91001-5100 New Transition Module (less than 45mph): The proposed quantity differs from quantities identified on work to be performed & plans. Please revise and confirm.
Response: The bid documents have been reviewed and the bid quantity will remain the same.
3. The NEW standard drawings page MB-06 describes the installation detail for the transition from old guardrail specification (NCHRP 350) to the new specification (MASH). The drawing does not define where the pay limit is under the Guardrail Single Face Pay item. Please clarify where the pay limit would be.
Amendment No. 0002
Questions/Clarifications
Response: The guardrail pay limits include the transition length from the lap splice at the existing W-beam strong post or end terminal to the midspan panel lap splice at the new W-beam guardrail or end terminal. Standard Drawing page MB-06 has been revised to show that the transition is to be made using a new W-beam panel. Refer to the amended Standard Drawings sheet.
4. We are in the process of getting an estimate for the Cultural Resources Protecting and Monitoring pay item for Schedule C. The archeologist we are working with is asking for the approval letter from the State Historic Preservation Officer (SHPO). He needs to know if the plan included in the project drawings was finally approved by the SHPO.
Response: Bidders are directed to the provided bid documents for pricing the Cultural Resources Protecting and Monitoring pay item.
5. Please consider moving the Bid opening date to ensure adequate mailing time due to possible delays during the Holiday Season.
Response: This amendment will reschedule the Bid Opening to January 7, 2021 at 2:00 P.M. EST. However, questions received after December 21, 2020 will not be answered.
