About this file
This federal solicitation seeks sealed bids from certified Small Business Concerns for landslide repairs to roadways in Ciales, Corozal, and Orocovis, Puerto Rico. The project consists of repairing damage caused by Hurricanes Irma and Maria through embankment reconstruction, reinforced soil slope systems, gabion walls, drainage systems, retaining walls, sheet pile walls, soldier pile retaining walls, milling, overlay, pavement reconstruction, signage, guardrails, and temporary traffic control. The work will be split into multiple schedules with a total expected cost between $10-20 million. Bids are due on or about April 14, 2023 as specified in Block 13a of the solicitation. Firms must register in the System for Award Management and complete annual representations and certifications at www.sam.gov.

ADDENDUM NUMBER ONE
TO
GEOTECHNICAL ENGINEERING REPORT
EROSION REMEDIATION
PR-5568 KILOMETER 0.7
Corozal, Puerto Rico
Report dated January 12, 2019 Addendum date March 7, 2019
I reviewed preliminary design drawings by BHA related to remediation of erosion from severe flows over roadway PR-5568 at kilometer 0.7 in Corozal, Puerto
Rico (see seven pages, attached). This area is subject to flooding upstream from the road, likely due to stream discharges that are almost at right angles to the Cibuco, but entering with much lower energy. The new design realigns the current stream and takes flow into a nearly- square box culvert with entry and exit flare walls, exiting into the Cibuco River at a shallower angle that does not significantly impede flow.
The nearest borings show residual soils that overlie weathered rock. At the culvert location, the slab will generally lie on weathered rock. From the borings, my opinion is that these soils can be cut without need for large rippers or explosives.
PR-5568, kilometer 0.7
Addendum No. 1 to Geotechnical Engineering Report
Given normal variations in these stream scenarios, changes might occur that require overexcavation and recompaction. This replacement can be conducted using any recovered clean gravel or imported material (AASHTO types A-1, A-3, A-2-4), compacted as specified by the Highway Authority.
The recommended ultimate bearing pressure for design of the culvert and flarewalls is 15 kips per square foot, or five kips per square foot in service loads.
Design of the mat foundation can be conducted using a modulus of subgrade reaction equal to 150 pounds per square inch, per inch (150 kci). Settlements of the culvert on weathered rock (borings DR-3 and DR-4) are expected to be less than 0.1 inches. Settlement on dense sands should be about five times this value, still insignificant. Overexcavation at the location of weathered rock is not necessary.
Some overexcavation and replacement of soft soils could be required, if found upon excavation near the wingwalls (boring DR-2, where loose fill is found near foundation bottom); this aspect of construction will be determined by the agency’s engineers during construction. I assume that the flarewalls will have construction joints to separate them from the culvert.
Side slopes on cut ground are shown at 1.5:1 H:V and 2:1 on fill slopes. In my opinion, these slopes are acceptable. The designer must review erosion mechanisms and protect the slopes.
PR-5568, kilometer 0.7
Addendum No. 1 to Geotechnical Engineering Report
The creek that currently discharges into kilometer 0.7 will be backfilled as the roadway is widened over the previous channel (e.g., stations 3+30 to 3+40). The creek bed must be cleaned before placement of new backfill, removing existing soft sediments.
For seismic design, the Site Class is “C”. AASHTO uses a 1/1000 exceedence interval, for which USGS probabilistic seismic hazard maps show 0.29 as the peak ground acceleration.
