About this file

This is Addendum No. 4 to the bidding requirements and contract documents for the Wildland Firefighting Helitanker Station Rebid project issued by the San Bernardino County Department of Public Works, Special Districts division (Project No. 1378.0185). The addendum amends the original bid documents and extends the questions and answers period to July 31, 2026, at 2:30 p.m., with the new bid due date moved to August 6, 2026, at 10:30 a.m. for virtual bid opening via Microsoft Teams. The project scope includes construction of a permanent 3,000–5,000 gallon open-top metal aerial refilling cistern designed to withstand winds exceeding 65 miles per hour with a 6–10 minute refill cycle, a dechlorination system, redundant solar-powered systems with dual battery and solar panel sets, solar-powered LED lighting, a 12-inch Class 150 AC pipe hot tap water connection with backflow prevention, a 6-inch ductile iron service line, site preparation with a graded 25-foot by 25-foot pad, perimeter fencing, a solar-powered LED aviation wind cone system, and all auxiliary electrical systems. Final completion is required within 180 calendar days from the Notice to Proceed, with liquidated damages set at $1,800 per calendar day for delays.

Addendum No. 4 clarifies significant project scope changes including the deletion of SCADA, cellular LTE, and satellite data connectivity requirements; confirmation that a 20-foot single rolling gate will be installed; deletion of barbed wire fencing requirements; elimination of the guard shack; and confirmation that the dechlorination system is acceptable as specified. The addendum provides updated site location details in Attachment C, including new wind cone placement per FAA AC 150/5340-30J standards. A geotechnical report outlining the water distribution line location and composition is required, and an updated itemized bid sheet reflecting the descope of SCADA, satellite, and LTE connectivity has been uploaded. Bidders must be California Class A licensed contractors with completion of at least three similar projects within the past five years, must comply with prevailing wage requirements, and must submit a bid bond or certified check equal to ten percent of the total base bid price, along with performance and payment bonds each equal to 100 percent of the contract sum.

July 22, 2026

The Contract Bid Documents for the above referenced project are hereby amended in the following manner and the following manner only:

I. All provisions of Addendum No. 4 are hereby incorporated into the Contract Documents, and Bidders shall account for all provisions pursuant to Addendum No. 4 in submitting their bid proposals. Each Bidder shall include a dated and signed copy of this Addendum with their sealed bid proposal.

1) ITEM NO. 1: Bid Due Date Extension

a) Bid date has been moved to August 06, 2026. Bid opening will be held on August 06, 2026, at

10:30am as outlined in Bid Documents.

2) ITEM NO. 2: Questions and Answer(Q&A) Period Extension

a) Q&A period is extended to July 31, 2026, and will close at 2:30pm.

b) Any Questions received after this period will not be answered.

3) ITEM NO. 3: Further Questions and Answers

a) What will be the opening size for the double drive gate?

A. Opening will be 20-foot single rolling Gate.

b) Does any hardware for the SCADA system need to be provided by the contractor?

A. No, SCADA requirement is deleted from scope

c) Is the attached dechlorination system acceptable for this project?

A. Yes, Item is acceptable (attachment B).

d) Is barbed wire required at the top of the fence?

A. No, Barbed wire is not required for this project.

e) Can you please provide more information on this such as details on the guard shack, access road, and where this will all be located

A. No guard shack will be needed. Access point is outlined in attachment C. Location of Gate is outlined in attachment C. No road or asphalt will be built for this project.

f) Do you have a plan holders list or sign in sheet that you can send me for this project

A. Sign in sheet is uploaded to the project solicitation under attachments.

g) May I suggest adding a 3 Port hydrant 2.5” x 2.5” x 4” with bollards located near the fence line or the road from the 6” extension.

A. The County is not looking to add other firewater additives during this project. They may add this in future projects in the vicinity as warranted with County needs. We appreciate the suggestion.

h) Does the County have SCADA in the Pump House where the 120V power conduit is originating?

A. Scada Requirements have been removed from the scope of this project.

i) Is there cellular in the Pump House?

A. There is satellite communications within the Pump house. Project will no longer use Data connectivity. This scope is removed from project.

j) We are confused since the answer was NO to PumpPodUSA providing the Activation Module that has the cellular comms., there is NO LTE to provide or to arrange for. All interactive

SCADA Controlled components wiring in the Dip Tank get extended into 10 Slot Ethernet fiber connection in Sub-panel then backhauled to the pump house.

A. SCADA and LTE has been removed from Scope for this project.

k) We will provide the Cla Val and manual float valve level control built inside the Tank to simplify everything. Question Clarifying Reply: With the manual Float controlling the level…. Does

County want a Tank Full sensor instead of the level control sensor?

A. Due to cost differences of items, it is up to the contractor on selecting which apparatus they want to bid the project with.

l) County please clarify - How many inches above tank floor of water remaining in the Tank is deemed as low water?

A. The County is not privy to dimension of all types of cisterns that contractors can and will bid with. That being said, anything below 40% the County would deem as low water level.

m) Flex conduit to powered SCADA motorized ball valve (with manual override on the valve in case of power outage) This will serve as Dip Site isolation valve and NO need to power the Fill Valve inside the tank

A. SCADA has been removed from Scope of the project.

n) Conduit from Dip Tank Cabinet to Sub-Panel for backhauling interactive component wiring to

Ethernet connection Hub.

A. Conduit for Data (low voltage) will no longer be needed due to de-scoping.

o) The single layer 3+ Rock is less for drainage to prevent erosion around the tank, but more for dust abatement from the extreme Rotor Wash from Fire Hawks and Chinooks, from experience we suggest it needs to be extended to all 4 Fence edges, the fence can serve as the edging confinement?

A. 3+ rock is acceptable in replacement of original call out. Rock to be extended to the fence fabric as it will act as edging confinement.

Wildland Firefighting Helitanker Station Addendum No. 1 Page 3 of 3

p) If the drain valve is reduced to 1” or 2” the dwell time in the de-chlor increases before discharge onto the rock. Clarification of Reply: Please Clarify Counties’ preference on SCADA Drain

Valve discharge pipe size for slow draining.

A. We will maintain the called out manual dechlorination system as SCADA has been removed from the scope of this project.

q) Windsock Placement; Per LACoFD and OCFA Air Ops they use 1 ½” galvanized pipe for the mast, it should be placed 100’ away fence (200’ from the tank) 110’ x 110’ at a height of 10’ -

16’. Current placement is too close to tank. Option of anchoring it on the Pump House an option? Both power and not in the open for parking cars.

A. Wind cone will confirm to FAA AC 150/5340-30J: Two types of wind cones: L-806 and L-

807. New location is provided in Attachment C.

4) Item No. 4: Geotechnical Report

a) Report outlining the location of the water distribution line and its composition to be used for connection and supply for the project.

5) Item No. 5: Itemized Bid Sheet

a) Updated Itemized Bid sheet is uploaded as individual attachment with descope of SCATA, Satellite, or LTE connectivity.
