A performance bond and labor and material payment bond, each equal to 100 percent of the contract sum, are required from an approved California surety. Comprehensive general liability insurance of $1,000,000 combined single limit, workers' compensation coverage, and builder's risk insurance naming San Bernardino County and the District as additional insureds are mandatory. A bid bond or certified check equal to ten percent of the total base bid price must be submitted with the bid. Bids remain valid for 60 calendar days following opening. Liquidated damages are assessed at $1,800 per calendar day for project delays. A supplemental line item for force account totaling $40,000 is included to address unforeseen utility conflicts. All permits, including excavation and encroachment permits from San Bernardino County Department of Public Works, must be obtained by the contractor at its own expense.
