About this file

This is a technical specifications document for the San Bernardino County Wildland Firefighting Helitanker Station Project, prepared by the San Bernardino County Department of Public Works - Special Districts. The project requires the installation of a permanent, open-top metal aerial refilling cistern with a capacity between 3,000 to 5,000 gallons, designed to support aviation firefighting units for internal and external tank refilling with an automated refill cycle of 6 to 10 minutes. The cistern must be engineered to withstand sustained winds exceeding 65 miles per hour and feature a snag-free design with an air-gap spillway to prevent damage to snorkels or buckets. Additionally, the project includes installation of a dechlorination system capable of treating 175 to 250 gallons per minute, a redundant solar-powered system with dual battery and solar panel sets, high-performance control valves, SCADA and cellular communication capabilities for remote activation and monitoring, and solar-powered LED lighting. The specifications also require a 12-inch Class 150 AC pipe hot tap water connection with a full backflow prevention system, a 6-inch ductile iron service line from the tank to the water main, and compliance with NFPA 24, AWWA C111/C153, and San Bernardino County Department of Public Works standards.

The project scope further includes site preparation consisting of a graded 25-foot by 25-foot pad with black woven weed fabric underlayment, ground contact edging confinement, and 3/4-inch to 1-inch gravel rock compacted to 95 percent density, or alternatively a concrete foundation if required by the tank system specifications. A permanent solar-powered LED aviation wind cone system is required, featuring a 10-foot mast with quick-detach electrical connections, an 18-inch by 6-foot orange and white fabric sock with internal LED flood and obstruction lighting, a 100-amp-hour battery backup system with charge controller, and associated mounting hardware. All contractors must submit shop drawings for approval, including stamped foundation drawings if a concrete pad is required, and conduct disinfection and fire flow testing per AWWA C651 and NFPA 291 standards before service activation.
