About this file

This is Addendum No. 1 to the bidding requirements and contract documents for the Wildland Firefighting Helitanker Station Rebid project issued by the San Bernardino County Department of Public Works - Special Districts (Project No. 1378.0185). The addendum clarifies specifications for a permanent aerial refilling cistern installation with a 3,000-5,000 gallon minimum tank capacity, though contractors may provide larger capacities if desired. Key specifications addressed include an 8-foot tall, 3/8-inch chain link fabric perimeter fence (approximately 200 linear feet), a 12-inch Class 150 A-C water pipe connection into native soil with hard compacted dirt conditions, electrical conduit sizing to be determined by the contractor, and mandatory SCADA capabilities with cellular communication systems. Optional pre-bid meetings were held on June 24 and June 26, 2026, at 10:30 a.m. at the original project location, with sign-in sheets provided. The addendum incorporates responses to 17 questions raised during the initial question-and-answer period and requires each bidder to include a dated and signed copy of the addendum with their sealed bid proposal.

The addendum clarifies that no plans exist outside the provided standards, and contractors must develop plans adhering to the bid documents and standards provided. The County will not disclose its engineer's estimate and will conduct compaction testing at no cost to the contractor. Contractors are responsible for providing their own construction water, determining the appropriate data carrier for communications based on site coverage, and obtaining all necessary permits. The $10 million general liability insurance limit applies to both occurrence and aggregate limits. No Scope of Work, meter, or backflow prevention device currently exists on site; these must be installed by the contractor. The addendum confirms that a Stormwater Quality Management Plan (SWQMP) is not required for this project and that native soil in the project area is sufficient without the need for additional infill or compaction measures.
