Final completion is required within 180 calendar days from the Notice to Proceed, with liquidated damages of $1,800 per calendar day for delays.

Bidders must be licensed California Class A contractors with demonstrated completion of at least three similar projects within the past five years. California prevailing wage requirements apply, and both contractors and all subcontractors must be registered with the Department of Industrial Relations per Labor Code Section 1725.5. Bid bonds or certified checks equal to ten percent of the base bid price are required, with bids valid for 60 calendar days following opening. A supplemental line item for force account addressing unforeseen utility conflicts is included at $40,000. Performance and labor and material payment bonds, each equal to 100 percent of the contract sum, must be provided by an approved California surety. Comprehensive general liability insurance of $1,000,000 combined single limit, workers' compensation insurance, and builder's risk insurance with San Bernardino County and the District named as additional insureds are mandatory. All permits, including excavation and encroachment permits, must be obtained by the contractor at its own expense.
