Solicitation No. R17PS00812: NGWSP Block 9 through 11
PROJECT DESCRIPTION AND PURPOSE:
The U.S. Bureau of Reclamation, Upper Colorado Region, Four Corners Construction Office, has a requirement for construction work on Block 9 through 11 of the San Juan Lateral portion of the Navajo Gallup Water Supply Project (NGWSP). When completed, the NGWSP will provide clean running water to the Navajo Nation, the southwest portion of the Jicarilla Apache nation, and the city of Gallup, New Mexico.
The principal components of work for NGWSP Block 9 through 11 include, but are not limited to, providing the following:
1. Approximately 28 miles of 42 to 48-inch water transmission pipe and appurtenant features
2. Valves and Blowoffs
3. Wash Crossings
4. Road Crossings
5. Highway Crossing
The estimated magnitude of this project is between $50,000,000 and $100,000,000.
LOCATION OF THE WORK:
Work is located approximately between 12-40 miles north of Gallup, New Mexico, in San Juan and McKinley Counties, parallel to US 491.
PERIOD OF PERFORMANCE:
The period of performance is anticipated to be from September 1, 2017 through November 30, 2019.
COMPETITION:
Solicitation R17PS00812 is anticipated to be issued under full and open competition resulting in a firm fixed price construction contract. The requirement shall be procured in accordance with Parts 15 and 36 of the Federal Acquisition Regulations. The Bureau of Reclamation intends to issue a Request for Proposal.
A site visit will be held. The date and details will be provided in Section L of the solicitation.
The Government reserves the right to award with or without discussions. The complete specifications will be defined in the solicitation documents.
NAICS AND SIZE STANDARD:
The NAICS code for this procurement is 237110 Water and Sewer Line and Related Structures Construction with a small business size standard of $36.5 million.
SOLICITATION RELEASE DATE:
The anticipated release date for Solicitation No. R17PS00812 is June 19, 2017.
The anticipated proposal due date is July 20, 2017 at 3:00 p.m. local time (MDT).
All responsible sources may submit a proposal which shall be considered by the agency.
The solicitation documents for this procurement will be accessible from the Federal Business Opportunities (FBO) website, www.fbo.gov and FedConnect, www.fedconnect.net . It is, and will continue to be, all potential offeror's responsibility to monitor the FBO and FedConnect websites for any amendments, updates, responses to questions and answers, etc. as the Government will not be providing any other methods of information dissemination.
