About this file
This is a Scope of Work Verification Form submitted by the Orange County Transportation Authority (OCTA) for a Nintex Workflow Essential procurement (Request No. R002489). The project involves the renewal of Nintex Workflow Essentials Enterprise software licenses for a one-year term. The Authority issued a Request for Quotes (RFQ) seeking authorized resellers to provide the software renewal, with all interested firms required to be authorized Nintex resellers and provide proof of authorization. Only quotes for the exact Nintex Workflow Essentials product will be considered; alternative manufacturers, models, or part numbers will result in rejection, and approved equals will not be accepted. Delivery shall be by electronic download only with no tangible items involved.
The budget allocated for this procurement is $45,000 for the one-year renewal term. Award will be made to the lowest responsive and responsible firm on a lump sum basis in accordance with RFQ requirements. The Scope of Work Verification Form indicates that neither standard certification was selected by the Project Manager; instead, an attached memo provides clarification on the certification status. The procurement was submitted to the Information Systems Department on July 7, 2026. Unauthorized quotes will be deemed non-responsive and excluded from consideration.

The following general rules shall apply when preparing scopes of work and specifications:
a) Provide a clear and concise Scope of Work (SOW) and not impose unreasonable requirements.
b) Specifications and Scopes of Work shall identify all characteristics and specific tasks and functions of the items or services to be procured, and meet the Authority’s requirements.
c) Whenever possible, the expected quality of services to be provided or the performance characteristics of the item shall be specified.
d) The requestor shall identify all optional items, and the solicitation documents shall set forth the expected needs and the manner in which the related bid prices will be considered.
e) Brand name specifications must be accompanied by an explanation that clearly indicates that the specification is not intended to be restrictive.
f) The salient characteristics represented by the brand names shall be identified to allow for evaluation of possible “or equal” material.
g) Because standard specifications and requirements allow for more efficient operations and result in lower prices, they shall be used wherever suitable.
h) Industry, federal, state and local government specifications and requirements can be used.
Consultants are prohibited from writing the Scope of Work or assisting in the development or writing the Scope of Work in which they may bid.
