Document Summary

This is a Questions and Answers #2 document issued by the Maryland Department of Information Technology, Office of State Procurement, addressing clarifications to RFP #BPM044685 for the Agile Digital Experience Product Transformation (ADEPT) project. The document was issued on July 22, 2024, by Procurement Officer Hanta Ralay and provides official clarifications to vendors submitting proposals in response to the solicitation.

The document addresses six key questions regarding proposal submission requirements. The clarifications confirm that the 13-page limit for Tab E includes case studies, with each case study not exceeding 3 pages; screenshots of work performed should be included in Tab E responses and do not count toward the page limit; the same references may be used to satisfy both case study and minimum qualifications requirements; references and artifacts for the Minimum Qualification section and Tab E may overlap; artifacts submitted must be related only to the two required case studies, not other projects; and the three references required for Minimum Qualification and the three references for Tab E may utilize the same projects and artifacts. These responses are clarifications only and are not binding on the Department unless the RFP is formally amended.

Questions and Answers #2

RFP # BPM044685

Agile Digital Experience Product Transformation

(ADEPT)

Issued: July 22, 2024

This list of questions and responses is being issued to clarify certain information contained in the above-referenced RFP. The State’s responses are italicized and in blue. The statements and interpretations contained in responses to any questions, whether responded to verbally or in writing, are not binding on the Department of Information Technology (“Department”) unless the RFP is expressly amended. Nothing in any response to any questions is to be construed as an agreement to or acceptance by the Department of any statement or interpretation on the part of the entity asking the question.

1. Will the case studies count against the 13-page count for Tab E? Right now, TAB E has 13 13-page count but also 3 pages for each case study. Response: Yes, the 13 pages include the case studies with each case study not to exceed 3 pages. See Amendment #3, item 12.

2. We understand that we can use the same references for both case studies and minimum qualifications past performances. Can you clarify if we use the same project reference for both, not just POC? Response: If applicable, the same reference information may be used to meet the requirements of both sections,

3. In Reference to RFP Section 5.3.2. F. 1, the solicitation states “The Offeror shall include information on past experience with similar projects and services including information in support of the Preferred Offeror Experience criteria in Section 3.11.1.”. The requirements detailed in Section 3.11.1 ask for 3 references from the past five years that are collectively able to attest to the offeror’s required years of similar experience providing digital services with association to both web experience and application system and software development. Are these the same references that we are to provide in response to the minimum qualifications? If not, do we have to provide three references for both web experience, application system, and software development? If this is the case, we request a page count extension for Tab E of at least six more additional pages so we can thoroughly elaborate on these capabilities. Response:

Refer to item #2 in the Questions and Answers #1 posted on eMMA under ID # BPM044685.

4. In Reference to RFP Section 5.3.2. F. 1, the solicitation states “The Offeror shall include information on past experience with similar projects and services including information in support of the Preferred Offeror Experience criteria in Section 3.11.1.”. The requirements detailed in Section 3.11.1 ask for screenshots of work performed, can these screenshots be provided in an appendix? Response: Screenshots of the work performed should be included in the response of 5.3.2.F (TAB E) and do not count as part of the page limit.

5. In TAB E, it says “Multiple screenshots may be submitted as a single artifact as long as they are related to a single case study.” Do we have to submit artifacts only related to the two case studies, not from other projects meeting the Technical Qualifications tab in each of the categories listed in the columns in the Matrix sheet? Response: Yes.

6. Can you confirm that the three (3) references from the past five (5) years attesting to the Offeror’s experience in providing digital services within the scope of this solicitation in Minimum Qualification are separate from TAB E which require 3 references for the last 5 years again including Artifacts. It seems some of the same artifacts required for Tab E may be used for scoring sheet as well. Response: Refer to item #2 in the Questions and Answers #1 posted on eMMA under ID # BPM044685.
