Summary of Amendment #2 to RFP #BPM044685

Amendment #2 to RFP #BPM044685, issued by the Maryland Department of Information Technology on July 15, 2024, modifies and clarifies the Agile Digital Experience Product Transformation (ADEPT) solicitation. This amendment is binding on all offerors responding to the RFP and requires acknowledgment per COMAR 21.05.03. The amendment introduces new attachments and appendices, revises existing sections, and removes certain evaluation criteria to refine the proposal requirements and evaluation process.

The amendment makes substantive changes to minimum qualifications, documentation requirements, and proposal evaluation criteria. Key modifications include: removal of Economic Benefit Factor requirements from the evaluation process; clarification that minimum qualifications must be met by the prime contractor and cannot be satisfied through subcontractor qualifications; specification that required experience must be with government entities (Federal, State, or Local) or similarly regulated industries; addition of Appendix 4 (Labor Categories) and Attachment P (Prime Contractor List of All Subcontractors); expansion of case study submission requirements from two to three pages with artifact documentation; increase in Financial Capability documentation from two to five pages; and clarification that artifacts submitted under Technical Qualifications do not count toward page limits when attached to TAB D. Additionally, the amendment revises source code escrow requirements to apply conditionally based on work order requirements and clarifies that offeror artifacts are protected as confidential and proprietary information in response to Public Information Act requests.
