About this file

This is a Question and Answers document related to the State of Oregon's Price Agreement for Geotechnical Engineering and Engineering Geology Services. The RFP seeks to establish a master contract enabling state agencies to access pre-qualified vendors for specialized geotechnical consulting services on an as-needed basis. The procurement solicits proposals for comprehensive geotechnical and geological services, including site investigations, soil and rock analysis, foundation design, slope stability evaluations, and related consulting work. Proposals are due by January 23, 2026, with the initial contract posting date of December 23, 2025. The contract structure allows for multiple vendors to be selected, creating a competitive pool from which state agencies can issue individual task orders based on project-specific requirements.

The document addresses clarifications regarding proposal submission requirements, specifically seeking confirmation on two items: the documentation required for the "Submission of explanation of Procedures and Policies" checklist item, which will be addressed in Addendum 3, and a correction regarding minimum qualifications for Registered Engineering Geologists, clarifying whether the requirement references a Certified Engineering Geologist (C.E.G.) performing geologic services rather than a Professional Land Surveyor (PLS) performing surveying services, to be addressed in Addendum 2. The price agreement is structured to allow long-term flexibility for Oregon's infrastructure and development project needs, with potential for both new and incumbent service providers to compete for project assignments. Evaluation criteria focus on vendor qualifications, technical competence, past performance, and proposed pricing methodology, with potential encouragement for participation from diverse vendors.

Question and Answers

1. Under the “PASS/FAIL – Proposal Submission Checklist (for Proposer use),” there is a checklist item titled “Submission of explanation of Procedures and Policies.” I was unable to locate a corresponding requirement in Section 1.4, “PASS/FAIL Proposal Submittal Requirements,” of the RFP. Could you please clarify what documentation is intended by this item, or where it is addressed in the RFP?

This will be addressed in Addendum 3

2. Under “Responses to Minimum Qualifications – Registered Engineering Geologist,” the Cover Sheet states: “Proposers must provide information below for at least one PLS intending to perform surveying services under the Contract/Price Agreement.” We wanted to confirm whether this is intended to reference a Certified Engineering Geologist (C.E.G.) performing geologic services, rather than a PLS performing surveying services?

This will be addressed in Addendum 2
