About this file
This is Addendum 1 to RFP S-73000-00014560 issued by the Oregon Department of Transportation (ODOT) Procurement Office, modifying the Request for Proposal for Statewide Geotechnical Engineering & Engineering Geology Services. The addendum, dated January 5, 2026, revises minimum qualifications, required submittals, and scoring criteria for the price agreement. Proposals must be submitted via OregonBuys before the bid opening date specified in the solicitation. Key requirements include that proposers employ at least one Oregon Registered Geotechnical Engineer and one Oregon Registered Engineering Geologist, both in active status with their respective state licensing boards, to supervise and direct all services. For proposers holding licenses outside Oregon, a written statement confirming compliance with Oregon licensing requirements and identification of the individual in responsible charge of work is mandatory. Proposers must submit a single PDF proposal file, completed Subcontractor Solicitation and Utilization Report, COI Disclosure Forms if applicable, key staff resumes (exactly three), and three project references on the required ODOT form. The Reference Questionnaire forms must be submitted directly to the agency by reference contacts.
The addendum revises the scoring criteria for Project Team and Qualifications (30 points) and Proposer's Capabilities and Quality Management (20 points), with key staff resumes worth 10 points each. Proposers must demonstrate capacity for self-performing basic professional services while identifying any subcontractor involvement for specialty work such as laboratory testing and geotechnical quality control. The addendum significantly increases professional liability insurance requirements, raising the per claim limit from $1,000,000 to $5,000,000 and the annual aggregate limit from $2,000,000 to $10,000,000. Claims-made coverage must be maintained continuously or tail coverage must extend for at least two years after contract completion. All modifications contained in this addendum are made an integral part of the RFP document, and proposer responsiveness to addendum requirements is mandatory; failure to comply may result in proposal rejection. Protests to the addendum must be submitted via email no later than seven calendar days before the bid opening date.
