About this file
This Question and Answers document pertains to the State of Oregon's Price Agreement for Geotechnical Engineering and Engineering Geology Services, addressing clarifications on proposal requirements and evaluation criteria. The RFP solicits proposals from qualified firms to establish a master contract enabling state agencies to access pre-qualified vendors for geotechnical consulting services on an as-needed basis. Services include site investigations, soil and rock analysis, foundation design, slope stability evaluations, and related geological consulting work. The proposal submission deadline is January 23, 2026, with the initial contract posting date of December 23, 2025. The contract is structured to allow multiple vendors to be selected, creating a competitive pool from which state agencies can issue individual task orders based on project-specific requirements.
A critical requirement highlighted in the Q&A is that proposals must include the name and registration number of at least one Oregon Registered Civil Engineer or Geotechnical Engineer in active status on Attachment C (Proposal Cover Sheet) to avoid non-responsive designation. Failure to provide this required personnel information will result in proposal disqualification. Proposing firms must demonstrate comprehensive qualifications, including proven experience with similar infrastructure and development projects, robust staffing capabilities, and competitive pricing structures. The evaluation criteria focus on vendor qualifications, technical competence, past performance, and proposed pricing methodology. While specific budget ranges are not detailed, geotechnical engineering contracts of this nature typically involve significant investment and may include renewal options, providing long-term flexibility for Oregon's infrastructure and development project needs.
