About this file
This is a Proposal Cover Sheet for RFP# S-73000-0014560 issued by the Oregon Department of Transportation for Geotechnical Engineering and Engineering Geology Services. The procurement seeks to establish a master price agreement enabling state agencies to access pre-qualified vendors for specialized geotechnical consulting services on an as-needed basis. Required services include site investigations, soil and rock analysis, foundation design, slope stability evaluations, and related geological consulting work. The initial posting date was December 23, 2025, with proposal submissions due by January 23, 2026. The price agreement structure allows multiple vendors to be selected, creating a competitive pool from which state agencies can issue individual task orders based on project-specific requirements. Proposing firms must demonstrate comprehensive qualifications, including proven experience with similar infrastructure and development projects, robust staffing capabilities, and competitive pricing structures. At minimum, proposers must identify at least one Registered Geotechnical Engineer and at least one Professional Land Surveyor intending to perform services under the contract.
The cover sheet establishes mandatory certifications and representations required from all proposers, including compliance with debarment and suspension requirements, conflict of interest disclosures, equal employment opportunity policies, and sexual harassment prevention policies for contracts with anticipated prices of $150,000 or more. Proposers must certify they possess appropriate financial, material, equipment, facility, and personnel resources necessary to meet all contractual responsibilities. All proposals must be submitted independently without collusion or fraud, with authorized representatives required to sign and approve the cover sheet. The document serves as the standardized submission form for all interested vendors and includes pass/fail and required items checklists to ensure compliance with RFP specifications. Exact budget ranges and specific set-aside designations are not detailed within this cover sheet; however, geotechnical engineering contracts of this nature typically involve significant investment with potential for both new and incumbent service providers to compete.
