About this file
This document is a Question and Answers record associated with the Oregon Department of Transportation (ODOT) Price Agreement for Professional Services and Related Services for Statewide Geotechnical Engineering & Engineering Geology Services. The procurement seeks to establish a master price agreement for geotechnical consulting services, including site investigations, soil and rock analysis, foundation design, slope stability evaluations, and related geological consulting work. ODOT anticipates the winning firm will provide construction cost estimating for geotechnical-related aspects of project elements such as retaining walls, foundations, ground improvement, earthwork, landslide stabilization, rock slope scaling, and rockfall mitigation features. Additionally, the contractor may assist with inventorying, evaluation, documentation, and asset management of geotechnical features including retaining walls, rockfall mitigation features, unstable slopes, landslide mitigation features, and geotechnical elements of tunnels. Proposals were due by January 23, 2026, with the initial contract posting date of December 23, 2025.
Key submission requirements include a maximum of three key staff resumes, detailed descriptions of quality assurance and quality control processes, and three project references with completed Reference Questionnaire Forms. Clarifications regarding minimum qualifications indicate that a geotechnical engineer with an Oregon Professional Engineer (PE) license fulfills the requirement for services to be provided under the authority of an "Oregon Registered Geotechnical Engineer." The sample price agreement specifies Professional Liability insurance limits of $5 million per occurrence and $10 million in the aggregate. Additional clarifications address the scope of construction cost estimating services, asset management database development, submission procedures for reference forms, and specific insurance requirements that will be finalized in Addendum 1.

Question and Answers
1. Would you also be able to point us in the direction of Attachment C? We have not been able to locate it.
Attachment C was inadvertently omitted when the solicitation was posted. It will be uploaded and made available in OregonBuys.
2. For Section 2.2.3 Project Team Qualifications, does "Include 3 resume" mean at least 3, or 3 exactly? Can we include more than 3 resumes?
a. Regarding RFP Section 2.2.3 (Project Team & Qualifications): Are we limited to 3 resumes for key personnel, or may we provide more?
b. Regarding RFP Section 2.2.3 (Project Team & Qualifications): Is this section instructing submitters how to fill out the ‘Key Staff Resumes’ form, or is ODOT requesting supplemental information here that is to be provided outside of the ‘Key Staff Resumes’ form?
c. In addition, we would like to confirm our understanding that the Proposal is limited to a maximum of three (3) Key Staff Resumes, and that submitting more than three resumes would not be compliant with the RFP requirements.
d. Regarding RFP Section 2.2.3 (Project Team & Qualifications): Are we limited to 3 resumes for key personnel, or may we provide more?
This will be addressed in Addendum 1
3. For Section 2.2.4 Proposer's Capabilities and Quality Management, what does "documentation" mean in "Describe Proposer's existing quality assurance and quality control (QA/QC) processes, including documentation." Will such documentation be included in the page count?
This will be addressed in Addendum 1
4. On section 1.5.6 Reference Questionnaire Forms (Required), the RFP states, "Reference Questionnaire forms (using the form and complying with the requirements provided in section 2.2 of this RFP). A separate form (MS Word format) for each reference must be submitted directly to Agency by the reference contact. Additional instructions are included on the form."
There are no additional instruction's on the References form on ODOT's procurement website (https://www.oregon.gov/ODOT/Business/Procurement/Pages/PSK.aspx), nor is an Agency contact listed that our reference contacts could send the form to. Additionally, in section 1.5.4 REQUIRED SUBMITTALS VIA OREGONBUYS, the RFP states that "The Reference Form must be submitted with the Proposal" and section 2.1.3 REFERENCES states "As required in RFP Section 1.5.4 – Required Submittals Via OregonBuys, Proposers must submit through OregonBuys 3 references (using the form hyperlinked below) for projects relevant to the project(s) contemplated in this RFP." Could ODOT please clarify who should submit the References form to ODOT (the proposer or the reference contact)? If it must be submitted by the reference contacts, how they should submit the form to the Agency? If references must be submitted by the reference contact, would ODOT consider extending the proposal deadline to give reference contacts who may be out for the holidays time to do so?
a) Section 1.5.6 (page 14 of RFP) states that Reference Questionnaire Forms (which references are to send to Agency) are required and refers to Section 2.1.3 of the RFP. The form linked in Section 2.1.3 is a form which includes a list of projects and reference contacts, which the proposer is to provide to the Agency. Can you provide a link to the Reference Questionnaire form?
b) Reference Forms The RFP references a “Reference Form” and “Reference Questionnaire Form” in multiple locations, and it is not entirely clear how these are intended to be submitted. Specifically:
Section 1.5.4, Item 5 states that three references are required and that “The Reference Form must be submitted with the Proposal (separate file from the Proposal).”
Section 1.5.6 indicates that Reference Questionnaire Forms (MS Word format) are to be submitted directly to the Agency by the reference contact.
Section 2.1.3 again states that Proposers must submit three references through OregonBuys using the referenced form.
To confirm our understanding, could you please clarify:
Whether the Proposer is required to upload a completed Reference Form through OregonBuys, or if the Proposer’s responsibility is limited to identifying the references and ensuring that each reference submits the Reference Questionnaire Form directly to ODOT; and Whether both actions are required, or if only the Reference Questionnaire Forms submitted by the references themselves are required for compliance.
This will be addressed in Addendum 1
5. Our firm has a question regarding the recently posted ODOT Price Agreement – Professional Services and Related Services for Statewide Geotechnical Engineering & Engineering Geology Services in Section 1.5.2 MINIMUM QUALIFICATIONS.
Section 1.5.2 MINIMUM QUALIFICATIONS: Under the criteria for the REGISTERED GEOTECHNICAL ENGINEER Section, it mentions to “…list the name and registration number of at least one Oregon Registered Civil Engineer in active status…” For this section, we’re seeking clarification as to whether we need to list the credentials of an Oregon Registered Geotechnical Engineer or an Oregon Registered Civil Engineer.
This will be addressed in Addendum 1

7. Regarding the sample price agreement (Form C002-OPO081225, page 29): Can you please provide a typical example of the type of construction cost estimating do you anticipate the winning firm performing?
ODOT is seeking assistance in developing cost estimates for the geotechnical-related aspects of various project elements/features such as retaining walls, foundations, ground improvement, earthwork, landslide stabilization, rock slope scaling, rockfall mitigation features, etc. These cost estimates would be associated with geotechnical project design work.
8. Regarding the sample price agreement (Form C002-OPO081225, page 30 ): Can you please provide a typical example of the type of product study and the type of asset management you anticipate the winning firm providing?
ODOT may seek assistance in the inventorying, evaluation, and documentation of the condition and disposition of geotechnical features such as retaining walls, rockfall mitigation features, unstable slopes and landslide mitigation features, and the geotechnical-related elements of tunnels. Additionally, the Agency might seek assistance in developing and maintaining asset management databases.
9. In the Sample PA, the required limits for Professional Liability are 5 M per occurrence and 10 M in the aggregate. Is this correct? Will these limits be required for all WOC's coming out of this solicitation?
This will be addressed in Addendum 1
10. Regarding RFP Section 1.5.2 (Minimum Qualifications): The RFQ states services must be provided under the authority of “an Oregon Registered Geotechnical Engineer”. Would a geotechnical engineer with an Oregon PE license fulfill this requirement or is an Oregon Registered Geotechnical Engineer license required?
A geotechnical Engineer with an Oregon PE license will fulfill the requirement.
