About this file
This Question and Answers document addresses clarifications for Spalding County's Voice Over Internet Protocol (VoIP) Phone System Request for Proposal (RFP) issued in Georgia. The primary inquiry concerns the demarcation of responsibilities for cabling and network infrastructure between the vendor and the County. According to the response provided, if the vendor's proposed solution requires a new network, the vendor is responsible for providing the necessary infrastructure including CAT5e/6 cabling, wall jacks, switches, and connectivity. Conversely, if the solution utilizes the County's existing network, the County assumes responsibility for providing the internal wiring. The document indicates that Spalding County currently records phone lines only at Sheriff's Office (SCSO) locations and has identified 111 phone sets requiring service at the Jail and Hangar facilities. The RFP submission deadline was 2:00 PM on July 11, 2023, with a mandatory Pre-Bid Conference held on June 20, 2023 at the Spalding County Courthouse Annex.
The vendor selected for this engagement will be responsible for dismantling the existing VoIP system, coordinating with internet service providers, and integrating the new system with the County's current fiber connections across all county locations. The solution must provide managed, high-quality Voice Over Internet Protocol services, eFax capabilities, and handset recording functionality as a complete turnkey offering. The document does not disclose specific pricing terms, contract values, contract duration, renewal options, or award notification procedures, indicating these details were contained in separate RFP documents provided to potential bidders.

13. The RFP mentions requiring CAT5e/6 cabling to be run at our expense, but also mentions that inside wiring is the County’s responsibility. Please explain further the demarcation of responsibilities for wiring. If the solution provided requires a new network then vendor should provide. If solution uses existing network, the County will provide.
