About this file
This is a Solicitation Questions and Answers document for Ground Maintenance Services at Rock Island National Cemetery under solicitation number QSE--36C78626R50129, issued by the Department of Veterans Affairs National Cemetery Administration.
The document addresses clarifications on grounds maintenance and cemetery-related services with an estimated contract start date of May 1st. Key service requirements include: bi-weekly blade edge maintenance on all curbing and sidewalks beginning with the mowing season; snow and ice removal services upon COR request after two inches of accumulation, with snow to be pushed to non-traffic areas for cemetery staff relocation; two headstone cleaning events annually (before Memorial Day and Veterans Day) upon government request; irrigation startup and winterization based on weather conditions (typically late March and mid-November); tree removal with debris hauled off-site and stump grinding as approved; and pesticide applications determined by the government with contractor input. The contractor may store D-2 materials and bagged ice melt in an onsite staging area without buildings or power. Contractors must provide their own water tank for pressure washing, which can be filled at the cemetery maintenance yard. The document also addresses a separate Raise and Realign scope covering approximately 4,000 markers at Rock Island National Cemetery, with two flat marker sections (O with 1,884 markers and P with 945 markers); all flat markers have existing MonuGrid systems installed, and equipment for raising and realigning markers requires COR and cemetery Foreman approval. Cemetery staff will handle headstone relocation when necessary, including fewer than eight headstones with trees growing around them.

Text version
1. Can D-2 materials and pallets of bagged ice melt materials (for use under this contract) be stored in the contractors onsite staging area? Yes, however, there are no buildings or power in the contractor’s staging area.
2. The pricing schedule shows estimated 18 quantity of Blade Edge all curbing and sidewalks but the PWS indicates this type of edging will occur with the start of the mowing season and subsequently monthly thereafter. Please clarify if the government desires to have this task performed bi-weekly or monthly. This CLIN should be performed once every other week.
3. PWS indicates that snow removal services will be requested at the COR’s request. It also indicates that snow removal shall commence after an accumulative depth of two (2) inches. To clarify, for all snow/ice services will the government be responsible for monitoring the weather and knowing when 2” of snow or ice has accumulated or will this be the responsibility of the contractor? The government (COR) will notify the contractor, and this will only be completed IF the COR requests it.
4. Is there a map or drawing to indicate where the snow gets for each event? That will be discussed before the season. Currently there is no map.
5. Will the contractor be responsible for removing the snow from on-site to an off-site location or to move it with a loader to a different on-site location? No. Snow should be pushed to an area that will not implead traffic. Cemetery staff will move to a different location if needed.
6. Will there be (2) separate headstone cleaning events per year, or just as needed? 2 separate events (1 before Memorial Day and 1 before Veterans Day). And only if the government requests it.
7. Is there a location on-site for spoils, such as sod chunks or unsuitable soils? Yes
8. When is the official start date of the contract? Estimated May 1st but subject to change
9. What sort of PSI is located on the spigots throughout the Cemetery. Is there enough pressure for pressure washing? There are very few spigots throughout the cemetery. The contractor should bring a water tank to use for pressure washing. Tank can be filled up in the cemetery maintenance yard.
10. Will the irrigation be already on at the start of the contract and what dates are requested for opening and closing of the irrigation? The irrigation is currently on. Start up and winterization will be based on weather conditions but will typically be late March and mid-November.
11. What is the standard if a tree is taken down and the stump is asked to be ground and doing so will cause the headstone to be moved? And are there any headstone with trees growing around it? The cemetery will be responsible for moving the headstone. There are a few headstones (less than 8) grown into trees. Cemetery will be responsible for those headstones as well.
12. Does the tree debris (branches, etc) have to be hauled off site or is there a dump area for wood chips form grinding the branches? Must be hauled off site.
13. Who determines the timing of the pesticide applications? The government, with input from the contractor.
Raise and Realign.
1. Flat markers take more time/labor/material than uprights, using the MonuGrid manufacturer installation specs . Can the gov tell me how many of the 4000 Raise and Realign will be flat markers ? Rock Island National Cemetery has two flat marker sections, O with 1,884 markers and P with 945 markers.
2. Would the Gov consider making a separate CLIN for flat marker Raise and Realign? No
3. Can the Gov tell me what percentage of flat markers already have the MonuGrid or equivalent system in place? 100% had the MonuGrid around 2010. There’s probably been less than 50 casketed burials in those two sections since then, and during those burials the MonuGrid had to be cut and removed to lower the burial vault.
4.If a row(s) of flat markers are to be Raised and Realigned, can small equipment be used to dig? Each piece of equipment will have to be approved by the government (COR and cemetery Foreman).
5.Does the Raise and Realign CLIN cover markers that have to be moved and and new sockets have to be dug? Yes, that is part of the Raise and Realign scope.
6. Will Raise and Realign of markers need to be moved more than 2 inches in any direction? Possible, but not likely.
