About this file
This is a Performance Work Statement establishing performance standards for cemetery grounds maintenance and landscaping services. The document outlines 12 performance standards with minimum acceptable levels (MAL), desired levels (DL), assessment methods, remedies for non-compliance, and financial incentives.
The key performance standards include: (1) mowing turf areas, string trimming, and edging headstones/flat markers to 95% MAL/100% DL with turf maintained within one inch of recommended height; (2) string trimming in improved areas and blade edging curbs/sidewalks at 98% MAL/100% DL; (3) core aeration and overseeding with uniform coverage; (4) pre- and post-emergence herbicide applications to maintain a generally weed-free cemetery; (5) fertilization in October, June, and September; (6) turf renovation including dethatching (leaving minimum ½" thatch) and yellow nutsedge control; (7) brush hogging; (8) grub insecticide applications in April and June, with mole control using Talpirid or equivalent; (9) mulch bed and tree ring herbicide treatment; (10) bed edging (3-4 inches depth) in March-May with professional curvilinear design; (11) headstone cleaning twice yearly prior to Memorial Day and Veteran's Day; and (12) tree pruning at COR designation by ISA certified arborists per ANSI A300 Standards for limbs 15 feet or greater. All performance standards are assessed through 100% inspection and verified customer complaints, with remedies requiring re-performance within 1-2 workdays of COR notification. Non-compliance results in 10-20% invoice deductions per associated contract line item, while full payment is provided for meeting standards.
