About this file
This is a Performance Work Statement (PWS) table detailing cemetery grounds maintenance performance standards and assessment criteria. The document establishes twelve performance standards with corresponding Minimum Acceptable Levels (MAL), Desired Levels (DL), assessment methods, remedies, disincentives, and incentives for contractor performance.
The performance standards encompass comprehensive turf and landscape management including: mowing and string trimming with specific height requirements (MAL 95% within 1" of recommended height; DL 100% within ½"); other string trimming and edging of sidewalks and curbs (MAL 98%, DL 100%); core aeration and overseeding; pre- and post-emergence herbicide applications for broadleaf and grassy weed control; fertilization in October, June, and September; turf renovation with dethatching and yellow nutsedge control; grub insecticide applications in April and June; mulch bed and tree ring herbicide treatment; bed edging in March-May using mechanical equipment at 3-4 inch depth; headstone cleaning twice yearly prior to Memorial Day and Veterans Day; and tree pruning by ISA-certified arborists for limbs 15 feet or greater in height, performed to ANSI A300 Standards. Assessment occurs through periodic surveillance, customer complaints verification, and 100% inspection. Contractors face 20% invoice deductions for failing to meet MAL standards and 10% deductions for certain standards, with re-performance required within 1-2 workdays of Contracting Officer's Representative (COR) notification. Full invoice payment is provided upon meeting requirements. All performance failures must be documented in CPARS.

Before Overseeding operations commence, once a year, in late summer to early fall (Sept-Oct) the Contractor shall preform complete dethatching operation of all turf areas. Contractor must leave no less than ½” left of thatch on the ground while dethatching turfgrass. Under COR discretion, dethatching turfgrass must not be performed while turf conditions are stressed or weak. This includes excessive heat or drought.
Newly sodded or seeded areas must not be dethatched.
Contractor shall provide and apply herbicide to control Yellow Nutsedge and other susceptible weeds in all established turfgrass.
Herbicide must be COR approved.
Yellow Nutsedge and other susceptible weeds shall be controlled by spraying a mix (please see A.4.11) to achieve the specified rates. ACCESS ROADS)
Bed edging shall be done once a year at the COR’s discretion within the developed areas of the Cemetery. The contractor shall edge all beds at a uniform depth of 3-4 inches using a mechanical de-edger. All irrigation heads, valve boxes, markers, or any other in-lawn structure will be flagged by the contractor prior to edger operation in irrigated areas and removed by contractor at completion of area. Irrigation maps will be provided to the contractor by the COR. The contractor shall be responsible for repair or replacement of any contractor damaged cemetery structures, to include turf, curb, road pavement, headstones or markers, valve boxes, grid monument control markers, trees, plant beds, irrigation, etc., which are chipped, marred, damaged and/or ruined at the fault of the contractor and shall bear all costs associated with replacement and reinstallation.
Any such damage shall be brought to the immediate attention of the appointed Contracting Officer’s Representative (COR) prior to repair/replacement/installation.
Bed edging shall be done in March-May to all mulch beds before mulch is applied, through coordination with the COR. All excess debris, grass, and weeds shall be removed from the bed before mulch is applied. All excess debris and weeds from edging shall be disposed of off cemetery property. The contractor shall follow the existing bed edge with the bed edger, if a bed edge is not clearly established; the bed design/shape must be approved by the COR. All bed edges must have a professionally looking curvilinear design that meets the industry standards. Landscape bed design involves paying careful attention to detail, having a thorough knowledge of practical horticulture, and a good understanding of the basic principles and elements of design.
