About this file

This document is a Questions and Answers (Q&A) addendum for a federal contract opportunity involving office trailer rental at Roseburg National Cemetery. Amendment 0005 provides clarifications for solicitation 36C78625Q50100, including confirmation of ground compaction requirements and lease start date details. The amendment specifies that the lease begins when the building physically arrives and is accepted by the government, and combines base year Contract Line Item Numbers (CLINs) 0001 and 0002 to streamline invoicing. Additionally, the Technical Acceptability Evaluation Factor has been modified to require documentation demonstrating that the quote meets or exceeds the minimum trailer requirements, with vendors asked to state their anticipated delivery timeline after contract award. The solicitation is issued by the Department of Veterans Affairs National Cemetery Administration for a new trailer placement and rental at the Roseburg National Cemetery site.

(Answers are in bold)

7. Please confirm that the intended building location meets a compaction rating of 2000 psf or greater. Please see attached compaction test.

12. Lease Start Date: According to the plan and specifications, the lease start date is April 11th (estimated start date). Does the lease begin when the building physically arrives at the property, or when the building is complete and ready to be turned over to the owner?

a. Yes, the lease begins once the building physical arrives and has been accepted by the Government.

b. Amendment 0005 also amends the solicitation by combining base year CLINs 0001 and 0002 to facilitate invoicing. It is recommended that the offeror incorporate any set-up price into CLIN 0001.

c. Amendment 0005 also amends the solicitation by amending the Technical Acceptability Evaluation Factor listed in the Instructions to Offerors to now read, “Provide documentation evidencing that your quote will meet or exceed the minimum trailer requirements stated in paragraph 2 of the performance work statement. In addition, state your delivery date after receipt of contract award (e.g. ninety (90) days after receipt of award).”
