About this file
This document is a set of partial answers to vendor questions for a VA National Cemetery Administration solicitation (36C78625Q50100) for an office trailer rental in Roseburg. The solicitation seeks a new or repurposed trailer approximately 24x48 feet, with standard steps (no ADA ramps currently required), and flexible on exterior paint color. Key specifications include vinyl composite tile flooring, and the trailer can be a portable office or modular building system. The desired lead time is six months, with an estimated lease start date of April 11th.
Utility connections will be handled separately by the Pacific District in a subsequent contract, including water, sewer, and electric hookups. The contract includes Contract Line Item Numbers (CLINs) for monthly rental and setup, with vendors advised to include a separate CLIN for end-of-lease teardown and site restoration. The solicitation appears to have specific requirements for Service-Disabled Veteran-Owned Small Business (SDVOSB) participation, though the exact percentage was not explicitly stated in the Q&A document. Vendors are expected to meet all specified requirements and are encouraged to seek clarification on any ambiguous details before submitting their proposal.

0002 36C78625Q50100 Questions:
(Answers are in bold)
1. Does the VA have a preferred color for the trailer's exterior paint? NO.
2. Is the VA open to alternative trailer sizes (either shorter or longer in length), given that the specified 24x48 is not a standard size and may impact lead times? YES-LONGER NOT SHORTER
3. Are ADA access 88 ramps required, or are standard steps acceptable? STANDARD STEPS ARE ACCEPTABLE.
4. What is the expected lead time for a custom trailer that meets the VA's specific layout requirements? WOULD LIKE TO HAVE IT IN SIX MONTHS BUT WILL WORK WITH CONTRACTOR.
5. Are utility feeds and hookups present on-site for electricity, water, and sewer? THEY WILL BE PUT IN ANOTHER CONTRACT BY PACIFIC DISTRICT AFTER THE TRAILER CONTRACT IS AWARDED.
6. Will the contractor be responsible for connecting to utilities, or just to supply the trailer? NO.
7. Please confirm that the intended building location meets a compaction rating of 2000 psf or greater. (To be published via a subsequent amendment).
8. Who will be responsible for building utility connections? PACIFIC DISTRICT IS ENTERING ANOTHER CONTRACT FOR UTILITY CONNECTIONS AFTER TRAILER CONTRACT IS AWARDED.
9. Is a vinyl composite tile acceptable in lieu of linoleum? YES.
10. Will the trailer need an ADA accessible ramp along with the staircases? NOT AT THIS TIME.
11. Due to the limited scope and lease of the facility can the contract be classified as special trade contractors rather than services?
PROVIDING A TRAILER LEASING SERVICE DOES NOT MEET THE CONDITIONS: Under VAAR 852.219-75, a "special trade construction contractor" is defined as a contractor who performs work in a specific trade, such as electrical, plumbing, roofing, HVAC, or landscaping, rather than the overall general construction of a project.
12. Lease Start Date: According to the plan and specifications, the lease start date is April 11th (estimated start date). Does the lease begin when the building physically arrives at the property, or when the building is complete and ready to be turned over to the owner? (To be published via a subsequent amendment)
13. Trailer Requirements: The specifications call for a new trailer. Would a repurposed existing trailer be acceptable, provided it meets the minimum size and all other requirements outlined in the specifications? AS LONG AS IT MEETS THE GOVERNMENT’S REQUIREMENTS.
14. ADA Compliance: Do the bathrooms in the building need to be ADA compliant? NOT AT THIS TIME
15. Utilities and Site Work: Are any utilities to the building included in the scope of this project? Additionally, are sidewalks or other exterior flatwork involved? UTILITIES WILL BE PROVIDED IN ANOTHER CONTRACT BY THE PACIFIC DISTRICT
16. Alternative Portable Structures: The plans refer to a trailer or portable office. Due to potential delays in procuring a new portable office, would the government consider an alternate modular or unitized building system, provided it is portable and can be removed from the property at the end of the lease? Yes, but we would need to approve before delivery.
17. Utility Connections: Are there any underground or overhead utilities involved in this contract for making the building operational? THE PACIFIC DISTRICT WILL BE CONNECTING THE UTILITIES IN ANOTHER CONTRACT AND MOST WILL BE UNDERGROUND-NOT SURE ABOUT THE ELECTRIC.
18. Scope Clarifications and Changes: It was mentioned during the job walk that the details of the kitchenette and other building features would be “worked out on site.” If the government requires different or additional work beyond what was included in the original bid, will this be handled via an addendum or a formal change order? If there is any work that needs to be done outside the original bid, we will address at that time and take the appropriate course of action.
19. SDVOSB Participation Requirement: What percentage of the on-site work is required to be performed by a Service-Disabled Veteran-Owned Small Business (SDVOSB)? PLEASE REVIEW VAAR CLAUSE 852.219-75 IN THE SOLICITATION.
20. Can you please provide information if there's water available at the location of the trailer, or do we have to have it delivered in? Also, is there a sewer hookup there, or are we required to have a portable sewer blader hooked up to the trailer? Approx how many people will be using the trailer per day? A UTILITIY CONTRACT TO HOOK UP TO THE TRAILER AFTER THE CONTRACT FOR THE TRAILER IS AWARDED-WHICH INCLUDE WATER, SEWER AND ELECTRIC. NO SEWER BLADDER
21. The solicitation includes CLINs for setup (0002) and monthly rental (0001, 10001–40001), but I didn’t see a CLIN referencing end-of-lease teardown/removal of the modular trailer. Would it be appropriate for us to include a separate CLIN (e.g., 0003) for teardown and site restoration, or should those costs be factored into the monthly rate? YES, HAVE A SEPARATE CLIN FOR TEAR DOWN AND RESTORATION.
