About this file

This is a Questions and Answers document for a fire and security alarm monitoring solicitation for the Department of Veterans Affairs' Eagle Point and Roseburg National Cemeteries in Oregon. The Q&A addresses inquiries about the incumbent contractor (Medford SOS Alarm Signal), access to existing system records, and intended changes to current monitoring systems.

Key details include that the incumbent provider has current records of security and fire alarm systems but requires VA authorization to release them. The VA indicates a preference to maintain existing systems and communication methods rather than implementing changes. The contract does not require on-site personnel but involves monitoring services for both fire and security systems. The SOW specifies the number of systems in each building, though specific quantities are not provided in this Q&A document.

Final Q&A for Eagle Point-Roseburg Fire and Security Alarm Monitoring 2/18/2025

1. As Medford SOS Alarm Signal is the incumbent monitoring service for the Eagle Point and Roseburg cemeteries, they have (and have recently confirmed) the current record and lists of security and fire alarm systems including device types, quantities, and locations within the buildings included within the solicitation. They would also have inspection records and any other relevant information pertaining to currently monitored systems.

They have indicated they cannot release those details without prior authorization from the VA.

Question 1.A: Can the VA reach out to Medford SOS and have those records provided directly to the VA?

Question 1.B: Can the VA provide consent to Medford SOS to make that information available to inquiring prospective bidders?

Medford was contacted by contracting officer – no response as of this posting.

1. If, for some reason, Medford SOS is unwilling to provide those details and there is no current record for the fire alarm devices quantities and locations within the VA’s record, would we be able to access the buildings to physically verify alarm device quantities and locations? Have put how many in each building in the SOW.

1. Is the intent of this scope to change the existing central station monitoring company for the fire alarm systems from the current company to a new company? Would like the transition to be smooth and uninterrupted if possible.

1. Is the intent to change the alarm communicators that are sending fire alarm signals from the fire alarm systems in the buildings to the central station monitoring company?

We want to keep the same system in place if possible.

1. Is the intent of this scope to change the method of how the signals are being communicated to the central station for the fire alarm systems, such as from phone lines to cellular method?

We want to keep the same system in place for the communication if possible.

1. Does this contract require personnel to actively stay at the building or is this an annual or monthly inspection?

No, we do not need someone on site for this service
