Questions and Responses

Question:

Is it permissible to upgrade interior level in-house to better satisfy overall MCV chassis requirements rather than eliminating many items required in lariat package and some that can’t be eliminated?

Answer:

Yes, it is permissible to achieve the equivalent of the Lariat trim level via aftermarket or dealer installed upgrades (in-house), but the Offeror must describe all of the features of the Lariat trim level not included in the base OEM vehicle and how the delta will be addressed via the upgrades. Note that the Lariat trim level includes exterior features and finishes as well as the internal electronics, features, and finishes.

The Government will consider the technical risk and potential lifecycle support issues associated with the integration of aftermarket parts and/or electronic systems that are proposed to be added to the base vehicle to achieve an equivalent to the Lariat trim level when evaluating proposals.

Please clarify due date, SF449 has a due date of 7/28/14 and Section L has 8/1/14.

The SF1449 has been revised for block 8 and also for CLIN structure.

CLINs ask for "all Training costs per PD Section 4.11" be included in the CLIN. Training

Section is PD 4.10. In that Training is a non-reoccurring expense and is covered in CLIN

0003, does the USG mean to have PD 4.11 Testing be included as it is a reoccurring expense.

PD Sections 4.10 & 4.11 are one-time, non-recurring events and have been combined in

CLIN 0003. The breakdown of CLIN 0001 (A/B), 0003 and 1001 (A/B) have been modified as follows:

CLIN 0001A MCV inclusive of Warranty per PD Section 4.12, all modifications, and all

Testing per PD Section 4.0-4.9. Offeror provides all supplies. Base Period

CLIN 0001B MCV inclusive of all Warranty per PD Section 4.12, all modifications and all testing costs per PD Section 4.0-4.9. Government provides base vehicle. Base Period

CLIN 0003 Training and Integration services - Inclusive of all costs per PD Sections

4.10 & 4.11

CLIN 1001A MCV inclusive of Warranty per PD Section 4.12, all modifications, and all testing costs, per PD Section 4.0-4.9. Offeror provides all supplies. Base

Period

CLIN 1001B MCV inclusive of Warranty per PD Section 4.12, and all modifications, and all testing costs per PD Section 4.0-4.9. Government provides base vehicle. Base Period

The MCV CLIN is requesting an APUC based upon a quantity of "up to 17 MCVs". If the contract award is for 17 vehicles, then what could be substantial non-reoccurring (NR) engineering and material cost could be appropriately spread across all 17 vehicles to achieve the lowest possible APUC. However, if the quantity is anything less than 17 vehicles and the offeror provides an APUC based upon 17, then the offeror is at financial risk. The smaller the order the greater the risk and with no guarantee of specific quantities being ordered, the offeror would be assuming a significant financial risk. In that this will be a FFP/ IDIQ contract, the potential for this risk to the offeror is very high.

It will be difficult to provide a proposal that is compliant with the provided instructions when the issue of APUC is so open ended.

GSA will not create separate CLIN for non-recurring expenses( such as Engineering, PM, and/or Testing for APUC) other than what CLINS are already identified in the RFP.

GSA is acquiring modified commercial vehicles, that are non-developmental. Please note FAR 52.212-1 (e) Instructions to Offerors -- Commercial Items -- Multiple offers.

This vehicle platform will require significant engineering costs, which will be required independent of the order quantity. The current CLIN structure allows only a single per unit cost. Will the government accept alternate CLIN/pricing proposals so that the contractor can separate out the non-recurring costs and quote a per unit cost for any quantity, 1 – 17?

GSA will not create separate CLIN for non-recurring expenses( such as Engineering, PM, and/or Testing for APUC) other than what CLINS are already identified in the RFP.

GSA is acquiring modified commercial vehicles, that are non-developmental. Please note FAR 52.212-1 (e) Instructions to Offerors -- Commercial Items -- Multiple offers.

Has funding been committed for this program? Is it the intent of the government to issue an award based on the current requirements?

Yes and Yes

Is there a page count for each volume?

In the Technical Volume, only Factor A, B, and Sub-Factors C-2 and C-3 have a 10 page maximum limit. See Revised Section L.11.1.4 in the Instructions to Offerors.

The PD Section 3.1.1.8 for the sound dampening state the “proper masking techniques shall be utilized”. Is there anything required for submission with the proposal. How should the offeror address compliance in the Technical Volume?

Offeror shall follow Manufacturer's application recommendations.

In PD Section 3.2 " Condensing unit shall be located under-hood." Another requirements states: "If condensing unit(s) are installed under body, they shall be adequately protected from road damage." These appear to conflict each other.

Condensing unit may be installed under hood or under body, as defined in section 3.2.

If the MCV must be taken to a repair facility and it is not drivable due to a warranty related issue, the Successful Offeror shall be responsible for towing. If the MCV is at a repair facility, the Successful Offeror must arrange for access for the Government to accompany the MCV at all times.

The following is an excerpt from section 4.12: For base vehicle (refer to 3.1) issues within the continental U.S., Hawaii, and Canada the Successful Offeror shall arrange for repair at an OEM certified repair facility within 24 hours of a warranty claim. Exceptions to the requirements shall be submitted in accordance to the instructions in the RFP.

The addition of the new suspension and wheels will displace a number of new serviceable components. The SOW does not currently address the disposition of these components. What is the USGs plan for the disposition of removed serviceable components?

Disposition of removed components shall be the successful offeror's responsibility for the base vehicle that is sold to the USG. Disposition of removed components shall be the government's responsibility for the base vehicle if it is provided as a Government Owned

Vehicle/Government Furnished Equipment.
