About this file
This document is a Questions & Answers (Q&A) file for Solicitation 072024-01 - Middle Mile Design & Engineering, issued by Newport Utilities. The Q&A covers several technical aspects of a fiber optic infrastructure project, addressing contractor inquiries about make-ready engineering, pole placement, fiber installation requirements, and project specifications. Key technical details include allowances for power rearrangements during engineering, specific fiber placement guidelines (such as maintaining 40" separation between power and communication lines), and requirements for pole imagery and data sheets.
The document reveals that the winning contractor will be responsible for creating pole data sheets, developing distribution area splits, and utilizing manufacturer brands currently in use by the utility system. Cabinet placements are specified to be pole-mounted and located within the Right of Way. The Q&A provides clarity on technical specifications such as fiber cable placement, splice enclosure requirements, and pole attachment protocols, indicating a comprehensive approach to designing and engineering a middle mile telecommunications infrastructure project.

Q7 Question: Make Ready Engineering
1) For Make Ready Engineering, are power rearrangements allowed to avoid multiple communication moves?
2) For Make Ready Engineering, is ADSS fiber placement allowed to be placed 12" from lower power and therefore 28" above the top communication attachment (maintaining 40" separation between bottom power and communications)?
3) When Make Ready is required, is Joint Use management to track and ensure that the make ready moves are completed, required as part of the scope?
Answer: 1) If multiple moves are necessary then power rearrangement is allowed, however all attempts should be made to reduce the necessity to upsize a pole if the power lines are unable to be moved otherwise.
2) Yes, this is allowed.
3) Yes, it is required.

Q8 Question: Power Space Obstructions
If there is a streetlight or some other obstruction within the power space, can the fiber be placed right below the obstruction, outside of the 1 ft from lowest power attachment, or will the obstruction need to be moved?
Answer: Typically, there shouldn't be anything in this location on our poles, however if you do run across an obstruction that would require our line to be placed in the comms zone then the obstruction would need to be moved.

Q9 Question: Pole Imagery
What angles/positions are required of the pictures for the poles? Are any extra pictures required when transitioning from aerial to underground?
Answer: There are not set requirements for the pictures as long as they are able to clearly display the work. No extra pictures are required for transitions.

Q10 Question: Pole Data Sheet
Is the Pole Data Sheet something that the winning contractor will create or is there a template that will be used?
Answer: The winning contractor will create the pole data sheet.

Q11 Question: Distribution Area Splits
Will there be defined distribution areas (DAs)? If so, who will determine the split of each of the four areas into DAs?
Answer: There are not predefined distribution areas, and we are looking for the contractor to develop the split of the areas.

Q12 Question: Cabinet Locations
What types of cabinets will be placed? Are there preferred locations to be used for cabinets, pole mounted or on the ground? If buried, will there be easements for them, or will they be placed in the

Q16 Question: Manufacturer Brands
Is it safe to assume that the same manufacturer brands will be utilized for fiber cables, splice enclosures, cabinets, etc? Or will this be up to the winning contractor for construction?
