About this file

This document is a Request for Proposal (RFP) issued by Newport Utilities for a Middle Mile Design & Engineering project in Cocke County, Tennessee. The project involves comprehensive fiber-to-the-home (FTTH) design services for four specific areas: Wiley Town, Liberty Hill, South 340, and West Parrotsville. The contractor will be responsible for completing design, field verification, make-ready engineering, construction documentation, and as-built updates, which include tasks such as proposing cabinet and splitter locations, designing fiber routes, collecting pole data, performing make-ready engineering, and producing detailed construction documentation.

The design services will be billed according to a structured milestone payment schedule, with invoicing broken down into four stages: Preliminary Design (30%), Final Design (30%), Construction Documents (30%), and As-Builts (10%). The project involves designing both buried and aerial fiber routes across multiple locations, with total footage ranging from 10,402 to 579,005 linear feet depending on the specific area. The RFP includes specific requirements for deliverables at each stage, such as providing KMZ/shapefiles, preliminary bill of materials, construction drawings, and ESRI-compatible shapefiles. The document also specifies that no prevailing wage or retainage will apply, and includes provisions for invoicing, payment terms, and late payment fees.
