About this file

The document is a Byrd Anti-Lobbying Amendment Certification form from the State of Tennessee, applicable to contractors applying for or bidding on federal awards of $100,000 or more. The certification requires contractors to attest that they have not and will not use federal appropriated funds to influence or attempt to influence government officials or members of Congress in connection with obtaining federal contracts, grants, loans, or cooperative agreements.

The certification mandates that contractors disclose any non-federal funds used for lobbying purposes by completing a Standard Form-LLL and requires that the certification language be included in all subaward documents. Failure to file the required certification can result in civil penalties ranging from $10,000 to $100,000 for each violation. The document emphasizes the legal implications of false claims, invoking 31 U.S.C. Chapter 38 on Administrative Remedies for False Claims and Statements, and requires the contractor to certify the truthfulness and accuracy of their statements.
