About this file

This document is a Questions & Answers (Q&A) document for Solicitation 072024-01, a Middle Mile Design & Engineering project for Newport Utilities. The Q&A addresses three key questions from potential bidders regarding pole loading analysis, available project data, and permitting specifications. The solicitation provides detailed guidance on when pole loading studies are required, including scenarios such as reaching 35% or greater of the rated breaking strength of the conductor, poles with guying or specific angular configurations, and communication section population. The document also confirms that multiple pole loading software options are acceptable.

The Q&A clarifies that comprehensive geospatial data will be available at project handoff through NISC mapping, including shapefiles and KMZ files for poles, primaries, transformers, secondaries, customer points, and meter locations. Notably, the document indicates that no specific city or county permits will be required for this project. The Q&A was issued on 08/30/2024, providing potential bidders with critical technical and procedural information to support their proposal preparation for the Middle Mile Design & Engineering project with Newport Utilities.

Q2 Question: Pole Loading Analysis

1.When will Pole Loading be required?

2.Is there a specific loading software required (Pole Foreman, OCALC, SPIDACALC)?

Answer: 1.If you reach 35% or greater of the rated breaking strength of the conductor based on maximum design tension then a pole loading study will be required. Any pole with guying, angle, dead-end, or span guys will require a pole loading study. Pole with angles of more than 10 degree or un-guyed, angle between spans is 170 degrees or smaller, poles with class 4 or smaller all require a pole loading study. If 25% of communication section has been populated then a Pole Loading study will be required. Any span length greater than 250ft will require a pole loading study. 2.Any of the software listed or equivalents is fine.
