About this file
This document is a set of questions and answers from the Maryland State Board of Elections (SBE) related to an RFP for Election Staffing Services, solicitation D38B2600021. The RFP seeks to obtain professional temporary staffing resources for a variety of positions for three upcoming election cycles, covering the 2024, 2026, and 2028 election cycles. The RFP specifies the experience necessary for these positions, and proposals are to be submitted electronically through the State's eMaryland Marketplace Advantage (eMMA) system. SBE is pleased with the performance of the current contractor and has made some updates to the scope of work to reflect changed staffing needs. While the hiring market is challenging, the current contractor has overcome these challenges through communication with subcontractors. SBE may incur penalties if the contractor is unable to fill critical openings, unless SBE decides to waive the failure on a case-by-case basis.

Q&A Set #6 Election Staffing Services D38B2600021 08/03/2022
Ladies/Gentlemen:
SBE is issuing this Question and Answer Set #6 in response to the questions asked through August 2, 2022. The statements and interpretations of contract requirements, which are stated in the following questions of potential offers, are not binding on the State, unless the State expressly amends the RFP. Nothing in the State’s responses to these questions is to be construed as agreement to or acceptance by the State of any statement or interpretation on the part of the vendor asking the question as to what the contract does or does not require.
1) I understood from the Pre-Bid that proposals are to be submitted via the EMMA portal but the RFP states email submission as well. Please clarify what form(s) of submission will be accepted.
Answer: Proposals will be accepted through the State’s eMaryland Marketplace Advantage (eMMA) e-Procurement system. Instructions on how to submit Proposals electronically can be found at: https://procurement.maryland.gov. Do not email your proposal. Please refer to Amendment #2 to the RFP.
2) Regarding Tab D, Tab D- What specific documentation is required for Tab D: Qualifications Documentation other than references?
Answer: There is no specific documentation required other than references to meet the minimum qualifications requirements. When you provide the references, please include the following (refer to section 5.3.2.H):
References (Submit under TAB H) At least three (3) references are requested from customers who are capable of documenting the Offeror’s ability to provide the goods and services specified in this RFP. References used to meet any Minimum Qualifications (see RFP Section 1) may be used to meet this request. Each reference shall be from a client for whom the Offeror has provided goods and services within the past five (5) years and shall include the following information:
1) Name of client organization;
2) Name, title, telephone number, and e-mail address, if available, of point of contact for client organization; and
3) Value, type, duration, and description of goods and services provided.
SBE reserves the right to request additional references or utilize references not provided by the Offeror. Points of contact must be accessible and knowledgeable regarding Offeror performance.
In order to be susceptible for award, the references must be used to support that your organization meets the following minimum qualifications:
1.1.1 Within in the last five (5) years, the Offeror should have three (3) years of professional staffing experience. As proof of meeting this requirement, the Offeror shall provide with its Proposal at least three (3) references that can collectively attest to the Offeror’s three years of experience within the past five years in professional staffing. For each reference, the Offeror shall provide the information listed in Section 5.3.2.H.
1.1.2 Within the last five (5) years, the Offeror should have recruited and placed at least 100 temporary resources on a single contract simultaneously. As proof of meeting this requirement, the Offeror shall provide with its Proposal at least one (1) reference that can attest to the Offeror’s three years of experience within the past five years recruiting and placing at least 100 temporary resources on a single contract simultaneously. For each reference, the Offeror shall provide the information listed in Section 5.3.2.H.
3) What are the current challenges/obstacles in meeting its staffing and recruitment goals for these positions?
Answer: The current hiring market is difficult for all industries and recruiting for short term assignments has its challenges. Communication between the current Contractor and subcontractors and SBE is one of the reasons the current Contractor has overcome the challenges. Fortunately, the LBEs do have staff that return for each election.
4) If a contract for the proposed services is in place, what areas of improvement over the existing contract would you like to see?
Answer: SBE is pleased with the performance of the current Contractor as evidenced by the agency renewing both option periods. We have made some updates to the scope of work in the RFP to reflect changed staffing needs since the contract was originally procured.
5) Are there penalties incurred if unable to fill any of the openings?
Answer: if the Contractor is not able to fill critical openings, they would be in default of the contract unless SBE decides to waive the failure on a case by case basis.
