About this file

This document is a set of Questions and Answers (Q&A Set #4) related to the Election Staffing Services Request for Proposals (RFP) D38B2600021 issued by the Maryland State Board of Elections (SBE). The RFP seeks to obtain professional temporary staffing resources for a variety of positions over three upcoming election cycles in 2024, 2026, and 2028. The RFP details the experience required for the various positions, which include field support technicians that need to travel within and outside their assigned jurisdictions but within the state. SBE clarifies that the staffing is not limited to just 2 days of support and that all 450 employees must be fingerprinted and provided company badges.

The RFP states that parking is not guaranteed, and employees will need to provide their own transportation. Travel and training costs will only be reimbursed as stated in the RFP, such as for mileage over 50 miles and Election Day Technicians using their own vehicles to pick up ballots. The RFP does not provide information on pricing terms, set asides, incumbents, funding requirements and sources, or other salient financial details.

Q&A Set #4 Election Staffing Services D38B2600021 07/18/2022

Ladies/Gentlemen:

SBE is issuing this Question and Answer Set #4 in response to the questions asked through July 18, 2022. The statements and interpretations of contract requirements, which are stated in the following questions of potential offers, are not binding on the State, unless the State expressly amends the RFP. Nothing in the State’s responses to these questions is to be construed as agreement to or acceptance by the State of any statement or interpretation on the part of the vendor asking the question as to what the contract does or does not require.

1. Is it correct to understand that all the 450 employees hired on this contract would be working before and on Election Day only (i.e for 2 days only)?

Answer: No that is not correct. Please refer to Attachment B Financial Form for the exact durations of each labor category. They vary but most are several weeks of employment per Election.

2. Do we need to conduct fingerprinting background checks on 450 staff hired for 2 days of support?

Answer: There is not just 2 days of support but yes, all employees must be fingerprinted.

3. Do we need to provide company badges to 450 staff?

Answer: Yes.

4. Field support Technicians need to travel within the assigned jurisdiction and outside thereof but within the State. Who will be responsible for providing the vehicle, SBE, or vendor?

Answer: As stated in the RFP parking is not guaranteed. Parking is variable depending on location but there will not be any assigned spots for surge personnel. Employees will need to have their own transportation.

5. Will SBE provide parking space for Vehicles?

Answer: No.

6. Is travel and training cost will be reimbursed?

Answer: Only as stated in the RFP - for mileage over 50 miles and Election Day Technician using their own vehicles to pick up ballots.
