About this file
This document is a Request for Grant Proposal (RFGP) from the Oregon Health Authority (OHA) for the Clinical Supervision Behavioral Health Workforce Initiative Expansion Round 2. The RFGP seeks to support organizations in hiring or contracting with culturally specific, culturally responsive, or supervisors responsive to Oregon's underserved communities to provide clinical supervision for licensed clinicians who need supervision to gain licensure or certification as a psychologist, clinical social worker, professional counselor, marriage and family therapist, or substance use disorder treatment staff. The program aims to expand clinical supervision opportunities and offer funding for supervisor training, certification maintenance, and competency development. The grant period is expected to begin in December 2022 and last for up to 2 years. Eligible applicants include private non-profit behavioral health care sites. There are detailed reporting requirements for awarded grantees.
The RFGP does not specify an approved indirect cost rate, but indicates 7% is generally standard. Funding cannot be used for maintenance of existing programs, but can supplement new initiatives to expand culturally specific or responsive clinical supervision. There is no requirement that supervisees serve priority populations 100% of the time, but the supervisor-supervisee relationship and the populations served should align with the program's goals. The RFGP was streamlined from a previous round, and a separate funding mechanism for Community Mental Health Programs is still in development.

| RFGP Oregon Buys S-44300-00004435_ OHA 5442 Questions and Answers #1 | ||
| RFGP Section | Question | Answer |
| p. 18 | What are the dates of the program award? When does the grant period begin? The problem is that the posted timeline will not capture recent graduates. | The timeline is dependent on completion of requirements and submission of required documents. The posted timeline is our best estimate as to when an awardee would get the money in their hands. Our intent is to begin issuing grant agreements to those selected the first of December and have them fully executed no later than December 31, 2022. |
| p. 9 | What are you looking to fund? Do you want us to find culturally-specific people to train? | For this opportunity, we seek to support organizations in being able to hire or contract with culturally specific supervisors, culturally responsive supervisors, and supervisors responsive to Oregon's Communities who are Underserved in order to provide clinical supervision for those clinicians who already possess the necessary education but need clinical supervision to gain licensure/certification as a licensed psychologist, licensed clinical social worker(LCSW), licensed professional counselor (LPC), licensed marriage and family therapist (LMFT), or substance use disorder treatment staff (as defined in OAR 309-019-0105). We also intend to support culturally specific and responsive clinical supervisors and their supervisees by offering funds for organizations to train supervisors within (i.e. supervision of supervision, 30-hour supervision training course, etc.) and support clinical supervisors by maintaining their credentials. The funding guidelines indicates that trainings may build "competency" which can be culturally responsivity trainings or can be other clinical competencies (i.e. crisis interventions, EMDR, working with elderly clients, etc.). The main goal is to expand clinical supervision opportunities (to give and receive) for culturally specific and culturally responsive providers, and if it is not clear that a proposal intends to support this then the proposal will likely not be considered for funding. Please note, that the RFGP will be amended to include a definition for Oregon's Communities who are Underserved. Please see the Addendum when it is posted. |
| Not provided | We have an unlicensed supervisor working to obtain licensing, would he be eligible to receive funding through this grant? | For this opportunity, this individual would not be eligible to receive grant funding. This program is to support culturally specific/responsive (and/or responsive to Oregon's Communities who are Underserved) clinical supervisors of licensed psychologists, licensed clinical social workers (LCSW), licensed professional counselors (LPC), licensed marriage and family therapists (LMFT), or substance use disorder treatment staff (as defined in OAR 309-019-0105). If this individual is seeking to obtain one of the above credentials and possesses the necesarry education, then funding could be used to hire or contract a clinical supervisor to support that individual. |
| Not provided | Are CMHPs eligible to apply? | No, they are not. For this funding, there will be a separate funding mechanism that Oregon Community Mental Health Programs (CMHPs) will only have access to. That mechanism is still being developed, but it is anticipated that CMHPs will have access before the end of the 2022 calendar year. |
| Not provided | How does this grant differ from the previous version? | The application/proposal process is more streamlined and the process requires less materials than the first round (resumes, letters of intent, etc. are not required). This round includes substance use disorder treatment staff (as defined in OAR 309-019-0105). Additionally, Community Mental Health Programs (CMHPs) are not eligible to apply for this round. |
| Not provided | Is it correct that clinical supervisors of peer recovery coaches or indigenous peer support workers would not be eligible? | This is correct for this opportunity. This program is to support culturally specific and cultrally responsive clinical supervisors of licensed psychologists, licensed clinical social workers (LCSW), licensed professional counselors (LPC), licensed marriage and family therapists (LMFT), or substance use disorder treatment staff (as defined in OAR 309-080-0105). Please continue to check and consider singing up for updates on the Behavioral Health Workforce Initative (BHWI) website for upcoming grant opportunities for peers https://www.oregon.gov/oha/HSD/AMH/Pages/Workforce-Initiative.aspx. |
| Not provided | Who do we send questions to or to what email address? | Danielle Pompe. Danielle.a.pompe@dhsoha.state.or.us . Attachment F shows the schedule for when you can submit questions. Responses to questions will be posted on OregonBuys as an attachment. |
| RFGP Section 3. a. | The supervisors could be anyone? Can this supervisor be an average person like me? | Culturally and linguistically responsive clinical supervisors are eligible. This can include individuals from a majority culture. Culturally and Linguistically Responsive Services means the provision of effective, equitable, understandable, and respectful quality care and services that are responsive to diverse cultural health beliefs and practices, preferred languages, health literacy, and other communication needs. Additionally, clinical supervisors who work with or have experience with Oregon's Communities who are Underserved are eligible. Oregon's Communities who are Underserved include but are not limited to communities of color, Tribal members, LGBTQIA2S+ communities, refugees, immigrants, veterans, persons with disabilities, individuals with intellectual and developmental disabilities, individuals in correctional facilities, and individuals with limited English proficiency, individuals in custody, and rural residents. Please refer to the most updated version of the RFGP when it is posted as an "addendum". This includes an updated funding guidelines section and the above definition for Communities who are Underserved. |
| Not provided | Is a clinic that is preparing to open January 2023 be eligible to apply for this grant if they have not yet served clients during the application process? | Absolutely eligible to apply. Encouraged to submit a grant proposal. |
| RFGP Section 9. c.-g. | Will there be some type of follow up or checking in with awardees that they have followed through with completing competencies and are actually providing the appropriate services to the targeted communities? | Yes. There are required reporting requirements. This includes a Project Performance Plan, combined Quarterly Project Status update/Expenditure report, Annual Report, and combined Final Progress Report/Final Expenditure report. Templates are to be provided for all reports by the program. Please refer to Section 9. c.-g. on the Request for Grant Proposal (RFGP) for more information. |
| RFGP Section 9. c.-g. | What could we expect as a follow up re checking legitimacy? Or what would we have to provide after awarded? | The reporting requirements include a Project Performance Plan, combined Quarterly Project Status update/Expenditure report, Annual Report, and combined Final Progress Report/Final Expenditure report. Templates are to be provided for all reports by the program. Please refer to Section 9. c.-g. on the Request for Grant Proposal (RFGP) for more information. |
| Not provided | I work at a CMHP, so since we don't qualify because we are a CMHP - where should I look for the other funding you mentioned the CMHP would qualify for? | The clinical supervision funding mechanism for Community Mental Health Programs (CMHPs) is still in development, but expected to be available before the end of the 2022 calendar year. Please consider singing up for updates from the Behvairoal Health Workforce Initiative (BHWI) at https://www.oregon.gov/oha/HSD/AMH/Pages/Workforce-Initiative.aspx |
| RFGP Section 3. a. ; RFGP section 3. d.-e. | Can funds be used to recruit potential supervisors? | Funds can be used to recruit, hire, compensate, contract with, or train clinical supervisors, so long as they are culturally/linguistically specific, culturally/linguistically responsive, or responsive to Oregon's Communities who are Underserved. Please refer to the Request for Grant Proposal (RFGP) for more information. |
| Not provided | Can more than one person per agency register on OregonBuys? | I recommend you reach out to the OregonBuys help desk to get clarificaiton for your specific situation as soon as possible so there is no confusion when you are ready to upload your proposal so there are no surprises that will cause you to miss the deadline. |
| RFGP Section 6. a.-c. | All the attachment and the application is on the Oregon Buys? All that we need to send the application? | The OregonBuys number is the RFGP number and in the information email that we sent out. It's the S-44300-00004435 Bid Number. The attachments you are expected to complete along with a description of what the content should be are provided for use. Please see Request for Grant Proposal (RFGP) Section 6. a.-c. for a list of everthing that should be included in the submission. |
| Not provided | Are there some examples available of past proposals that were awarded in round 1? | This would need to be obtained through a public records request per Oregon Revised Statute (ORS) 192.324 and 192.329. Please send a formal request to the single point of contact provided in the RFGP, who will forward the request to the public records professional with the State who handles the requests. Note, they have 5 calendar days to acknowledge receipt and request any clarifications. They will then have 15 days to complete the request or provide an estimated date of completion. Most requests are completed in 30 calendar days. |
| Not provided | There is an item about trainings to enhance clinical competency for associates— could you comment more on this? | Eligible Culturally/linguistically specific supervisors/supervisees, culturally/linguistically responsive supervisors/supervisees, and supervisors/supervisees that serve Oregon's Communities who are Underserved may all benefit from trainings that build clinical competencies (culturally responsive or otherwise). However, the link to how this training helps expand clinical supervision must be made clear in a proposal. Please refer to the Request for Grant Proposal (RFGP) for more information. |
| Not provided | Is it possible to apply the funds to pay for 1:1 licensure supervision for our clinicians? We currently only can offer group supervision in house and would be great to be able to offer the1:1 if we had the funding. | Yes, this is a perfect use for this funding, so long as an organization is expanding culturally/linguistically specific supervision, culturally/linguistically responsive supervision, or clinical supervision from those who have experience with Oregon's Communities who are Underserved. Please refer to the Request for Grant Proposal (RFGP) for more information. |
| Not provided | It sounds like the scope is related to clinical trainings related to enhancing cultural competency, rather than clinical competency generally. Is that right? | No. General clinical competency trainings for culturally/linguistically specific supervisors/supervisees, culturally/linguistically responsive supervisors/supervisees, and supervisors/supervisees that serve Oregon's Communities who are Underserved are eligible funding activities, so long as the proposing organization is also expanding the provision of clinical supervision to supervisees as part of the associated proposal. |
| Not provided | We are a non-profit training trust partnering with agencies in the area to offer apprenticeships for QMHA and CADC certifications. We are hoping to apply for funding to either hire a CADC II for our program to provide supervision with agencies that do not have a supervisor or to offset costs of supervision for the partnering agencies. Would we qualify as a behavioral health organization if we provided supervision? | Yes. That does expand clinical supervision … so long as the organizations are focused on expanding culturally or linguistically responsive care for Oregon's Communities who are Underserved, as outlined under Proposal Criteria in the RFGP. Please refer to the Request for Grant Proposal (RFGP) for more information. |
| Not provided | We have call counselors who answer our ORegon lines and we are an ORegon based non profit. Would we be able to use the funds for licensure supervisionfor staff who work for us answering our Oregon based lines who live out of state? They would find their own local supervisors. | Unfortunately, due to the funding being directed to be used for Oregon supervisors for Oregon supervisees this would likely not be a proposal that would be considered for an award. |
| Not provided | Are you saying that funds can be used for a private practice clinician to pay for CSWAs trainings? | If they are supervisees at the organization and they are receiving culturally/linguistically specific/responive supervision or supervision responsive to Oregon's Communities who are Underserved, then yes this would be an eligible funding activity. |
| Not provided | How many future rounds will there be for this grant opportunity, and what might the timing look like? Does HB 2949 only create funding for the 2021-2023 biennium, or will there be funding opportunities in the future? | This is the last round for this opportunity under HB2949/4071. The funding is expected to be used up before the end of this year. |
| Not provided | Can these funds be used to support associates in private practice by offering them supervision, or do supervisees need to be employees of the organization? (if associates are self employed) | In this case the supervisor would be proposing and would provide grant funded clinical supervision to the supervisees. This is an elgible funding activity if the supervisor provides culturally/linguistically specific/responive supervision or responsive supervision for Oregon's Communities who are Underserved, and the supervisees provide behavioral health services to Oregon's communities who are Underserved. |
| Not provided | Does the hired supervisor have to be bicultural or bilingual or a member of one of these other groups (ie LGBTQIA2S+, etc.)? Would a supervisor in recovery from substance use count as one of these? | No, supervisors do not need to be a aprt of those mentioned groups to be eligible to apply/receive funding. Supervisors are eligible if they provide culturally/linguistically responsive supervision or supervision responsive to Oregon's Communities who are Underserved. Please refer to the Request for Grant Proposal (RFGP) for more information. |
| Not provided | Can the funds be used for existing supervisees' trainings or those who come after this? | These funds cannot be used for maintenance of existing programs. Funding can be used for existing clinical supervisors, so long as they increase their clinical supervision and are culturally/linguistically specific or responsive, or they are responsive to Oregon's Communities who are Underserved. Trainings must be newly budgeted using these funds and support clinical supervisors and/or their supervisees. |
| Not provided | For small organizations, are there support systems in place for small businesses to navigate this daunting proposal? | We as the team managing the solicitation cannot provide technical support in developing proposals. We recommend you reach out to the Small Business Administration who may have resources or suggestions. Also, you could reach out to local college business programs who may have students who are learning grant development. Please note this Round 2 RFGP was simplified and provides instructions and the forms needed to be completed. |
| Not provided | What is the reference point for costs for supervision, etc?— market rate? | The program is not based on any market rate for supervision, and proposers/applicants are encouraged to customize proposal expenditures to their organization's needs. |
| Not provided | For the Oregon Buys registration, what are common NIGP codes used to categorize Mental Health Providers? | Please contact OregonBuys help desk for more information about how to register with NIGP codes that best fit your company. There are many national/universal codes for the procurement industry that Mental Health Providers could be categorized under so they can guide you on entering multiple options. This particular solicitation used NIGP Code: 948-47. For OregonBuys account registration and technical support, email support.oregonbuys@oregon.gov or call |

| Not provided | How was this process selected? It seems that there is an advantage to those folks who already know how to complete grant proposals. | Based on input from the previous round, for this round, we simplified the forms and application process from the previous round so that it's easier for folks to complete. |
| Not provided | I agree that the application looks like a difficult process. When will those opportunities that are easier to apply for be posted? | Please stay updated by visiting the Behavioral Health Workforce Initiative website and clicking under "keep informed" to learn about upcoming funding opportunities: https://www.oregon.gov/oha/HSD/AMH/Pages/Workforce-Initiative.aspx |
| Not provided | I am a black, indigenous, and queer mental health occupational therapist (QMHP per OAR 309-032-0860 (25)). I am 1 of 15 black OTs out of 2500. Erin, in my practice, is also one of the few black OTs. The other OT in my practice identifies as gay. My practice serves the same community - primarily adults on Medicaid. In Oregon, OTs are considered appropriate mental health professionals, per Medicaid law, to provide services that are directly reimbursed by the OHA. |
My practice is a one of a kind practice in that it is the only mental health OT private practice in Oregon. OT is unique in this practice area because we are specialists in the science of function, regardless of diagnosis or symptoms. Mental health OT can offer both physical and psychological improvement in function. We are an integral part of the mental health team. I am working hard to increase the capacity of my team and grow my practice to offer this valuable service to the Oregon community.
| I am reaching out to inquire if my practice would be eligible to apply for this grant opportunity. Any information you can provide about this would be immensely helpful. | This program is to support culturally specific and cultrally responsive clinical supervisors of licensed psychologists, licensed clinical social workers (LCSW), licensed professional counselors (LPC), licensed marriage and family therapists (LMFT), or substance use disorder treatment staff (as defined in OAR 309-019-0105). Therefore, an organization in this example may be eligible if they plan exapnding and providing supervision services to supervisees of the credentials listed above. Unfortunately, the ligislation that directs this funding (House Bill 2949/4071) was specific in which credentials were to be eligible for this funding and Certified Alcohol and Drug Counselors were added during the public comment and Rules Advisory Counsel (RAC) periods for the rules associated with this program (OAR 309-080-0100 to 0500). Therefore, occupational therapists or supervisors of occupational therapists completing supervision for only occupational therapists would not be eligible to receive funding. It is likely that there will be other Behavioral Health Workforce initiative incentives that OTs holding a QMHP credential would qualify for. Please stay updated by visiting the Behavioral Health Workforce Initiative website and clicking under "keep informed" to learn about upcoming funding opportunities: https://www.oregon.gov/oha/HSD/AMH/Pages/Workforce-Initiative.aspx | |
| Not provided | I am curious about the process that was chosen that seems to benefit those already skilled and familiar with submitting proposals or even have staff dedicated to this. It seems the equitable process would be to make this accessible to those whom have been left out before rather than place barriers in the way or deter culturally specific providers from helping increase the number of supervisors from marginalized communities. |
The Clinical Supervision Process is already established. I have been providing it for several years. Data an evidence include the following:
1. Supervisors have requirements that we have to meet to provide supervision.
2. Supervisors are required to submit regular reports
3. Supervisors have to document clinical supervision sessions
4. The Social Work Board (and I believe others also) requires paperwork to be submitted to substantiate the supervision.
5. Supervisors are required to complete Supervision Training every few years and per LCSW requirements, CEUs.
6. Supervisees completing their hours is documented and submitted to the board
7. It is already established that supervisees take a licensure test and pass or fail
| It seems to be that all that would be needed is to submit an application for this Grant. Of course there would be an approval process. Once approved, invoices for training and how the funds were used would be submitted | This is a Request for Grant Proposal (RFGP) so that the Program can review each individual proposal to determine how the grant funds will be used to ensure the use will be used in accordance with HB2949. Each potential proposer's situation is different so more information is needed to evaluate that just an application would not provide. | ||
| Page 6, top of page "How funding may not be used..." | Is it possible for this grant to pay for non-licensed staff to become licensed as a part of providing clinical supervision? Can we hire CSWAs who are on track to become supervisors to expand access at our agency? Two other modalities, EMDR and neurofeedback do not require a license to provide supervision. Thus, are these modalities excluded from consideration? EMDR was discussed in your webinar. Does this modality have an exception? | Paying for licensing fees and training are considered eligible funding activities, so long as they lead to an expansion of culturally/linguistically specific or responsive providers becoming clinical supervisors and/or receiving clinical supervision. However, these activities should be supplemental to the overall purpose of increasing culturally specific supervision, culturally responsive supervision, or supervision responsive to Oregon's Communities who are Underserved. Providing Scholarships, paying tuition, or providing an internship for those who have not completed necesarry education to become licensed are not eligible funding activities. | |
| Page 3, Section 2: Purpose, Paragraph 2 | "In addition, Substance Use Disorder Treatment Staff (as that term is defined in OAR 309-080-0105) who are certified supervisors also qualify to receive funding awarded through this RFGP" |
Question 1: Is there a specific supervisor certification needed for substance use disorder staff who are "certified" supervisors? We have individuals who meet the qualifications for substance use treatment clinical supervisor under OAR 309-019.
Question 2: Would training for those who qualify as substance use clinical supervisors qualify as an activity under this funding? (Training such as leadership/supervision, culturally/linguistically responsive, accommodation/disability training, etc.) Question 1 answer: A supervisor who meets the qualifications under OAR 309-019 and who is culturally/linguistically specific, or culturally/linguistically responsive, and/or who is responsive to Oregon’s Communities who are Underserved is eligible for funding.
Question 2 answer: Yes, those are eligible funding activities.
| Attachment F-Schedule | What is the projected start date for grant agreements and program activities? | Agreements will begin to be drafted around December 1 and sent out for signature shortly after. The goal is to have all ageements fully executed by the end of December, meaning both parties have signed so it will be important that you review and familiarize yourself with the sample agreement and are ready to sign once it is received should you be awarded an agreement. |
| Page 5, Section 3C, Eligibility Criteria, Paragraph 1a | A qualifying practice site is a behavioral health care site that is a private non-profit behavioral health site. We want to know if being a 501c3, fits OHA’s definition of a “private non-profit.” | A 501c3 is eligible for this particular funding opportunity. There may not be a specific term that OHA uses to define "private non-profit". |
| Page 6, Section 3e, Funding Guidelines, paragraph 6 | We want to know, can we use these funds to pay for licensure? | If "pay for licensure" refers to licensure fees, then this would need to be completely supplemental to the overall proposal to be considered as an eligible funding activity. Primarily, the funding is to be used for what is indicated in the funding guidelines section of the Request for Grant Proposal (RFGP) Section 3. e. If a proposal contains a plan to "pay for licensure" then this must be defined and those associates gaining licensure should be included (i.e. receiving clinical supervision) in the overall plan to expand clinical supervision. |
| Not provided | My organization is looking to apply for grant funding for clinical supervision expansion. We are a training trust that has started a certified alcohol and drug counseling apprenticeship program and want to be able to hire a CADC II to help provide supervision to programs that otherwise do not have the staff available to supervise. We understand that the funding needs to help support culturally responsiveness services with the identified priority populations. In our case, would the staff our proposed supervisor oversees need to be providing services to these priority populations and other underserved communities 100% of the time or within a devoted culturally-specific program? | There is no requirement that indicates priority populations should be served 100% of the time. The responsive/specific piece is in regard to both the relationship between supervisor/supervisee and the supervision of a supervisee who serves underserved populations. Again, there is not requirement that the supervisee attends to priority populations %100, but there should be some indication in a proposal that the supervisor is culturally specific, culturally responsive, and/or is responsive to Oregon's Communities who are Underserved. Oregon's Communities who are Underserved. Please refer to the Request for Grant Proposal (RFGP) for more information. |
| Not provided | We are hoping to apply for the supervision grant for our hospital team in order to continue to provide supervision to students but also be able to bring on post degree associates to expand our BH workforce in the Santiam Canyon. I am wondering though if our hospital would qualify for this grant due to the eligibility criteria. We are a non-profit hospital providing behavioral health services, however, we are not a behavioral health site per se. I would love to have a BH site as part of our system, but that is a dream that has not yet come to fruition. | The behavioral health program mentioned is eligible to propose/apply. However, funding must be for individuals who already possess the necessary education, but lack the clinical supervision needed to obtain licensure/credentialing as a licensed clinical social worker(LCSW), licensed professional counselor (LPC), licensed marriage and family therapist (LMFT), or substance use disorder treatment staff (as defined in OAR 309-019-0105). If those same supervisors for the above credentials also supervise students, then that may be considered supplemental and may be eligible based on how much of this funding would be allocated toward that within the proposal. However, it may be worth considering finding a separate funding source to pay for supervision of students. |
| Not provided | I have a question regarding this grant. I am wondering what would count as a new initiative. |
For instance, I currently have 3 Associates who are bilingual/bicultural. I want to include them in the grant for when they become Licensed (possibly in 2024) to be able to pay for their Supervisor Training, Licensing costs, and CEUs. Is that possible?
Additionally, can I pay myself a small part of my salary for overseeing the new project I am creating?
| I will be hiring a new bilingual/bicultural LCSW who will be supervising 4 new associates starting next year under this grant. But I will have to supervise the LCSW performance. Is that possible? | In this case , eligible funding activities include training to become supervisors, licensing costs of those training to become supervisors, CEUs that support licensure of those associates who intend to become supervisors, and funding program management activities only for this project (i.e. funding new administrative burden associated with this new funding). The program management piece will need to be clearly defined in a proposal to be considered for an award. The non-eligible funding activity in this example is funding supervision that was already taking place before the project period, as that will be considered maintainence of an existing effort. In an example such as this it would be advised to consider the timing of the program and how funds will be spent by the end of the project period which can be 2 years or less. | ||
| Attachment B | Could you tell me what is the acceptable indirect rate to use in the budget for this fund: Behavioral Health Workforce Initiative Clinical Supervision Expansion Round 2 / S-44300-00004435. (10%, or 12%% of budget or something like that?) | Generally, 7% is considered a standard indirect cost rate. However, it may be acceptable to propose more than this if it is a crucial part of the operationalization of the proposed project which will, in the end, work to expand or increase culturally specific/responsive supervision, or supervision responsive to Oregon's Communities who are Underserved. OHA has been made aware of an item on Attachment B (the budget table) which indicates an "approved indirect cost rate". This attachment will be amended and posted as part of Addendum 1 on OregonBuys to remove that piece, as there is no "approved" indirect cost rate for this grant. | |
