The purpose of this RFGP is to provide grants to licensed psychologists, licensed marriage and family therapists, licensed professional counselors, and licensed clinical social workers to provide supervised clinical experience to associates. Proposals are due by November 4, 2022, at 3:00 pm (PST). Grant awards will range from up to $300,000 for large employers with 50 or more clinicians, $200,000 for other behavioral health organizations, and $150,000 for any single clinical supervisor. This RFGP is open to private non-profit and for-profit behavioral health sites, tribal behavioral health programs, and urban Indian health programs. 1. Background The Behavioral Health Workforce Initiative (BHWi)1 was created through House Bill 2949, passed by the 2021 Legislature. One goal of the legislation is to provide grants that provide supervised clinical experience to associates or other clinicians who have the necessary education but who need supervised clinical experience to obtain a license to practice.
The State of Oregon is committed to all Oregonians having the opportunity for optimal health. In keeping with that commitment, it is important to ensure that the distribution of the behavioral health care workforce appropriately meets the needs of all Oregonians and is reflective of the communities being served, and that behavioral health professionals are working in a supportive, culturally, and linguistically responsive, and dynamic environment.
To help advance this goal, the Legislature has approved $20 million for the BHWi over the 2021- 23 biennium to expand clinical supervision in the behavioral health system through a Clinical Supervision Program that increases or enhances support of tribal members, communities of color, rural communities, linguistically diverse, and individuals who identify as Lesbian, Gay, Bisexual, Transgender, Questioning, Intersex, Asexual and Two-Spirit (LGBTQIA2S+).
This solicitation intends to provide financial awards to expand clinical supervision for behavioral health providers working toward licensure. The distribution of this funding provides up to $8.6 million for private profit and not-for-profit behavioral health providers.
OHA, on behalf of the State of Oregon, encourages county mental health programs and private behavioral health providers to apply for the amount appropriate for the needs at their practice site(s). No single award will be made in excess of:
a. $300,000 to large employers with 50 or more clinicians.
b. $200,000 to other behavioral health organizations.
c. $150,000 to any single clinical supervisor.
2. Purpose The intent and purpose of the BHWi and its Clinical Supervision Program is to help establish an equitable behavioral health system and break down the systemic barriers that reduce access and exacerbate inequities in people of color, tribal members, and other communities harmed by historical and contemporary injustices.
The Clinical Supervision Program will provide grants to licensed psychologists, licensed marriage and family therapists, licensed professional counselors, and licensed clinical social workers to provide supervised clinical experience to associates. In addition, Substance Use Disorder Treatment Staff (as that term is defined in OAR 309-080-0105) who are certified supervisors also qualify to receive funding awarded through this RFGP.
3. Proposal Requirements and Parameters.
1 HB 2949 Section 1 created the Behavioral Health Incentive Subaccount in the Health Care Provider Incentive Fund established in ORS 676.450. This RFGP is to award grants under 2949 Section 4 and Section 5.

a. Definitions.
(1) Culturally and Linguistically Responsive Services means the provision of effective, equitable, understandable, and respectful quality care and services that are responsive to diverse cultural health beliefs and practices, preferred languages, health literacy, and other communication needs.
(2) Culturally and Linguistically Specific Services means provision of Culturally and Linguistically Responsive Services designed for a specific population by a provider who shares the culture, language, or identity with the individual seeking services.
(3) Health Equity means Oregon will have established a health system where all people can reach their full health potential and well-being and are not disadvantaged by their race, ethnicity, language, disability, age, gender, gender identity, sexual orientation, social class, intersections among these communities or identities, or other socially determined circumstances. Achieving health equity requires the ongoing collaboration of all regions and sectors of the state, including tribal governments to address:
• The equitable distribution or redistribution of resources and power; and
• Recognizing, reconciling, and rectifying historical and contemporary injustices.
(In 2019, the Oregon Health Policy Board and OHA adopted this definition of health equity).
