Program Description

1. Background

The Behavioral Health Workforce Initiative (BHWi)1 was created through House Bill 2949, passed by the 2021 Legislature. One goal of the legislation is to provide grants that provide supervised clinical experience to associates or other individuals who have the necessary education but need supervised clinical experience to obtain a license to practice.

The State of Oregon is committed to all Oregonians having the opportunity for optimal health. As part of that, it is important to ensure that the distribution of the behavioral health care workforce appropriately meets the needs of all Oregonians and is reflective of the communities being served, and that behavioral health professionals are working in a supportive, culturally responsive environment.

To help advance this goal, the Legislature has approved $20 million for the Behavioral Health Workforce Initiative over the 2021-23 biennium to expand clinical supervision in the behavioral health system through a Clinical Supervision Program that supports tribal members, members of Black communities, other communities of color and individuals who identify as LGBTQIA2S+.

Grant Agreement awards resulting from Request for Grant Proposal (RFGP) #5442 (OregonBuys #S-S44300-00004435) will expand clinical supervision for behavioral health providers working toward licensure of up to $8.6 million total for private profit and not-for-profit behavioral health providers. The Oregon Health Authority, on behalf State of Oregon, encourages county mental health programs and private behavioral health providers to apply for the amount appropriate for the needs at their practice site(s). No single award will be made in excess of $300,000.

2. Purpose The intent and purpose of the BHWi and its Clinical Supervision Program is to help establish an equitable behavioral health system and break down the systemic barriers that reduce access and exacerbate inequities in people of color, tribal members, and other communities harmed by historical and contemporary injustices. The Clinical Supervision Program will provide grants to licensed psychologists, licensed marriage and family therapists, licensed professional counselors, and licensed clinical social workers to provide supervised clinical experience to associates or other individuals who have the necessary education but need supervised clinical experience to obtain a license to practice.

In 2019, the Oregon Health Policy Board and OHA adopted a definition of health equity:

Oregon will have established a health system where all people can reach their full health potential and well-being and are not disadvantaged by their race, ethnicity, language, disability, age, gender, gender

1 HB 2949 Section 1 created the Behavioral Health Incentive Subaccount in the Health Care Provider Incentive Fund established in ORS 676.450. RFGP 5442 (OregonBuys #S-S44300-00004435) awards grants under HB 2949 Section 4 and Section 5.

TBD-0/dap Page 7 of 33 identity, sexual orientation, social class, intersections among these communities or identities, or other socially determined circumstances. Achieving health equity requires the ongoing collaboration of all regions and sectors of the state, including tribal governments to address: The equitable distribution or redistribution of resources and power, and recognizing, reconciling, and rectifying historical and contemporary injustices.
