This document is an Addendum 1 to a Request for Grant Proposal (RFGP) issued by the Oregon Health Authority (OHA) for the Behavioral Health Workforce Initiative (BHWi) Clinical Supervision Expansion Round 2. The purpose of this RFGP is to provide grants to organizations that employ or contract with licensed behavioral health professionals to offer supervised clinical experience to associates. Eligible applicants include private non-profit and for-profit behavioral health sites, tribal behavioral health programs, and urban Indian health programs. Funding of up to $300,000 for large employers, $200,000 for other organizations, and $150,000 for individual clinical supervisors is available. Proposals focused on increasing the diversity of the behavioral health workforce, advancing equity, expanding culturally and linguistically responsive care, and serving underserved communities will be prioritized. The project period is up to 2 years from the proposal award date. Funding may be used to compensate new or existing culturally/linguistically responsive and underserved-focused supervisors, as well as to provide required trainings. Funding cannot be used for maintenance of existing activities, non-licensed staff, or non-supervision-related initiatives.
The addendum revises several sections of the RFGP, including the background, purpose, proposal requirements and parameters, and proposal review process. It also includes updated attachments for the budget table and scoring rubric. Proposers not selected for an award may request a debrief meeting and additional technical assistance.

RFGP FOR OREGON BUYS NUMBER S-44300-00004435/ OHA 5442 Addendum 1
ADDENDUM 1 is issued to make the following changes to the RFGP OREGON BUYS NUMBER S-44300-
00004435/ OHA 5442:
1. Section 1. “Background”. Language deleted or replaced is struck through; new language is underlined and bold as follows The Behavioral Health Workforce Initiative (BHWi) was created through House Bill 2949, passed by the 2021 Legislature. One goal of the legislation is to provide grants that provide supervised clinical experience to associates or other clinicians who have the necessary education but who need supervised clinical experience to obtain a license to practice.
The State of Oregon is committed to all Oregonians having the opportunity for optimal health. In keeping with that commitment, it is important to ensure that the distribution of the behavioral health care workforce appropriately meets the needs of all Oregonians and is reflective of the communities being served, and that behavioral health professionals are working in a supportive, culturally, and linguistically responsive, and dynamic environment.
To help advance this goal, the Legislature has approved $20 million for the BHWi over the 2021-23 biennium to expand clinical supervision in the behavioral health system through a Clinical Supervision Program that increases or enhances support of tribal members, Communities of Color, rural communities, linguistically diverse, individuals working in correctional facilities, persons with disabilities, and individuals who identify as Lesbian, Gay, Bisexual, Transgender, Questioning, Intersex, Asexual and Two-Spirit (LGBTQIA2S+).
This solicitation intends to provide financial awards to expand clinical supervision for behavioral health providers working toward licensure. The distribution of this funding provides up to $8.6 million for private profit and not-for-profit behavioral health providers.
OHA, on behalf of the State of Oregon, encourages county mental health programs and private behavioral health providers to apply for the amount appropriate for the needs at their practice site(s). No single award will be made in excess of:
