About this file

This document is a Questions and Answers record for RFP 019-MJ-0326 issued by the School Board of Polk County, Florida, for equitable services to private schools. The District is seeking proposals to deliver instructional programs in reading, mathematics, science, academic counseling, and other subjects to eligible students in private schools, as well as professional development to private school teachers and parent involvement activities. Respondents must propose all three service components: tutoring, professional development, and parent involvement. A bid opening was scheduled for November 13, 2025, through Microsoft Teams with a link to be provided via VendorLink. The contract term allows for an initial award period with options for four additional one-year renewal periods, contingent upon mutual written agreement and School Board approval. Services are required to be delivered in-person at private school sites, with computer-assisted and blended learning approaches permitted under specified conditions.

The current allocation for Title I services to private schools' proportional share for school year 2025-26 is $1,975,688, subject to change. Vendors will be compensated on an hourly rate basis per teacher or counselor hour for all hours required to operate the program, including direct service time, planning time, teacher training, parent conferences, and meetings with school leadership. Software licenses and additional student computers may be billed separately from instructional hourly rates when applicable. Professional learning materials may be quoted as additional costs outside the hourly rate. Pricing must remain firm for the duration of the contract period, though lower prices may be accepted during optional extensions if market conditions change. The incumbent vendor information is available through bid 032-MJ-0324 on VendorLink. Key clarifications addressed staffing requirements per RFP Section 3.1.a, curriculum alignment standards per RFP Tab 4.c.3, and billing structure details on pages 12-24 of the RFP.
