RFP Summary: Equitable Services for Private Schools
This is a Request for Proposal (RFP) issued by the School Board of Polk County, Florida, seeking qualified providers to deliver equitable Title I services to eligible students in private schools throughout the county. The District requests comprehensive services in three areas: instructional programs (tutoring) in reading, mathematics, science, academic counseling, and other subjects; professional development for private school teachers; and parent and family engagement activities. All three service components are mandatory in responses. Tutoring services must be delivered by qualified tutors holding either a bachelor's degree or 48 credit hours plus a passing ParaPro Assessment score, provided at least twice weekly in 30-minute sessions to groups not exceeding six students. Services are to commence at the start of the district school year (2026-2027) with instruction ending no later than June 18, 2026, during the initial contract term. The deadline for written questions is November 5, 2025, at 3:00 PM ET, and proposals are due December 9, 2025, at 3:00 PM ET via VendorLink. Evaluation Committee meetings are scheduled for January 14, 2026, with finalist presentations on January 22, 2026. The award recommendation will be posted on or about February 9, 2026, with School Board approval anticipated March 25, 2026. The initial contract period runs from July 1, 2026, through June 30, 2027, with four optional renewal periods contingent on mutual written consent and performance acceptability.
Pricing is based on an hourly billing rate for instructional services including the proposer's administrative costs; Parent and Family Engagement Activities and Professional Development Activities rates will not be evaluated for cost points but are subject to District negotiation upon award. The District intends to recommend a single vendor for this contract, which may result in a single-source award. No set-asides or incumbent information is specified. Funding derives from Title I allocations based on eligible private school student enrollment, with the District maintaining control of all budget matters, fund distribution, and expenditure determinations. The District will inform the proposer of available funding prior to school start and reserves the right to withhold payment if contract requirements are not met. Equipment and materials purchased with Title I funds remain District property. Proposers must provide comprehensive documentation including conflict-of-interest statements, insurance certificates (Commercial General Liability minimum $1,000,000 per occurrence, Professional Liability $1,000,000 per claim), conflict-of-interest disclosures, three professional references, and certifications regarding debarment, drug-free workplace status, and compliance with federal regulations including FERPA and E-Verify requirements.
