About this file

This Performance Work Statement (PWS) details the requirements for ISO 17025 laboratory accreditation for the Army Oil Analysis Program (AOAP) laboratory located at Redstone Arsenal, Alabama. The primary objective is to obtain third-party accreditation that demonstrates the technical competence, impartiality, and consistent operation of the laboratory, which supports the AOAP's mission of monitoring lubricant conditions for various weapon system components to detect potential equipment failures.

The contractor will be responsible for conducting a comprehensive assessment of the laboratory's compliance with ISO 17025 standards, including performing onsite renewal assessments/reassessments and off-site desk audits. Key deliverables include an assessment report, verbal out-brief, remedial action approval report, and an accreditation certificate. The contractor must schedule assessments during normal business hours, coordinate with the AOAP Laboratory Compliance Analyst, and submit all documentation electronically. Additional requirements include completing Antiterrorism Level I training and iWATCH program briefings for all contractor personnel. The solicitation (PANRSA-25-P-0000-010101-2) is issued by the US Army Contracting Command-Redstone, with the goal of maintaining the laboratory's international recognition for quality oil analysis services.

General Background The Army Oil Analysis Program (AOAP) is a maintenance diagnostic program charged with monitoring the lubricant condition of various weapon system components. Monitoring lubricant health helps detect impending component failures, allowing Army units and other customers to identify faults and perform maintenance before severe or catastrophic damage to components or systems occurs. The AOAP operates and maintains oil analysis laboratories in the Continental United States (CONUS) and Outside the Continental United States (OCONUS) supporting Army and other customers.

Description of Services This PWS establishes a requirement for non-personal services to provide International Organization for Standardization (ISO) 17025 laboratory accreditation for AOAP’s Redstone Arsenal, AL laboratory. ISO 17025 is an international standard that sets general requirements for the competence of testing and calibration laboratories. It is used to demonstrate the technical competence of a lab and ensures the reliability and validity of its results. It provides a framework for laboratories to demonstrate their competence, impartiality, and consistent operation, as well as show the laboratory produces accurate and reliable results. Accreditation to the ISO 17025 standard is a critical requirement for AOAP, as it provides independent, third-party objective evidence of compliance and international recognition of the quality of the oil analysis services provided by the AOAP. This effort directly contributes to the AOAP’s mission to provide continuous in-service lubricant sample analysis in support of Army requirements worldwide.
