About this file
This Performance Work Statement (PWS) details the requirements for obtaining ISO 17025 laboratory accreditation for the Army Oil Analysis Program (AOAP) laboratory at Redstone Arsenal, Alabama. The primary objective is to secure third-party accreditation that demonstrates the technical competence, impartiality, and consistent operation of the laboratory, which is critical for validating the reliability of lubricant sample analysis services supporting Army maintenance diagnostic programs worldwide.
The contractor will be responsible for conducting a comprehensive assessment of the AOAP laboratory's compliance with ISO 17025 standards, including performing an initial assessment, providing a written report with findings, conducting a verbal out-brief, evaluating any remedial actions, and ultimately issuing an accreditation certificate. Specific deliverables include an assessment report, out-brief, remedial action approval report, and accreditation certificate. The assessment will involve both onsite visits and off-site desk audits, with scheduling occurring during Redstone Arsenal's normal business hours (Monday-Friday, 0700-1600). Additional requirements include contractor personnel completing Antiterrorism Level I training and iWATCH program briefings within 30 calendar days of contract start.

General Background The Army Oil Analysis Program (AOAP) is a maintenance diagnostic program charged with monitoring the lubricant condition of various weapon system components. Monitoring lubricant health helps detect impending component failures, allowing Army units and other customers to identify faults and perform maintenance before severe or catastrophic damage to components or systems occurs. The AOAP operates and maintains oil analysis laboratories in the Continental United States (CONUS) and Outside the Continental United States (OCONUS) supporting Army and other customers.
Description of Services This PWS establishes a requirement for non-personal services to provide International Organization for Standardization (ISO) 17025 laboratory accreditation for AOAP’s Redstone Arsenal, AL laboratory. ISO 17025 is an international standard that sets general requirements for the competence of testing and calibration laboratories. It is used to demonstrate the technical competence of a lab and ensures the reliability and validity of its results. It provides a framework for laboratories to demonstrate their competence, impartiality, and consistent operation, as well as show the laboratory produces accurate and reliable results. Accreditation to the ISO 17025 standard is a critical requirement for AOAP, as it provides independent, third-party objective evidence of compliance and international recognition of the quality of the oil analysis services provided by the AOAP. This effort directly contributes to the AOAP’s mission to provide continuous in-service lubricant sample analysis in support of Army requirements worldwide.
