About this opportunity

The US Army Contracting Command-Redstone is seeking proposals from qualified offerors to provide International Organization for Standardization (ISO) 17025 laboratory accreditation services for the Army Oil Analysis Program (AOAP) laboratory at Redstone Arsenal, Alabama. This solicitation requires contractors to conduct comprehensive assessments of the laboratory's compliance with ISO 17025 standards, which establish general requirements for the competence of testing and calibration laboratories and ensure the reliability and validity of results. The contractor must perform onsite renewal assessments/reassessments and off-site desk audits, delivering key outputs including an assessment report, verbal out-brief, remedial action approval report, and an accreditation certificate. All contractor personnel must complete Antiterrorism Level I training and iWATCH program briefings as part of the security requirements. The solicitation was posted on July 8, 2025, with a tight deadline requiring proposals to be submitted by July 10, 2025.

This procurement does not utilize any set-aside designations and is open to all qualified offerors. The work will be performed at the AOAP laboratory located in Huntsville, Alabama, where the contractor will coordinate with the AOAP Laboratory Compliance Analyst during normal business hours. The accreditation is critical for AOAP's mission to provide continuous in-service lubricant sample analysis supporting Army requirements worldwide, as it provides independent, third-party objective evidence of compliance and international recognition of quality oil analysis services. The contractor must schedule assessments during standard business hours and submit all documentation electronically to the government. This effort directly supports the AOAP's mission of monitoring lubricant conditions for various weapon system components to detect potential equipment failures before they occur.
