BACKGROUND

The United States Section of the International Boundary and Water Commission (USIBWC) is a federal government agency and the U.S. component of the International Boundary and Water Commission (IBWC), which applies the boundary and water treaties of the United States and Mexico. Our mission is to provide binational solutions to issues that arise during the application of United States - Mexico treaties regarding boundary demarcation, national ownership of waters, sanitation, water quality, and flood control in the border region.

The Nogales International Wastewater Treatment Plant (NIWTP) is an international wastewater treatment plant located in Santa Cruz County nine (9) miles north of the U.S. and Mexico border. The plant has the capacity to treat 15 million gallons per day (MGD) of raw sewage originating from Nogales, Sonora, Mexico and domestic sewage from the City of Nogales, Arizona and then discharges the secondary effluent into the Santa Cruz River. The plant is operated and maintained by the USIBWC, with funding from the City of Nogales.

The facility is a government owned, government-operated facility. Daily operations are supported by 11 Government employees and 2 contractors. The Area Operations Manager manages the electronic security systems and the access control.

The property is in an Industrial Park of Rio Rico, Arizona and covers approximately 100 acres. It is a campus facility with the operating areas enclosed within the perimeter fencing. Within the campus there are 12 buildings, of which 9 are actively used. The NIWTP is located at 31.265303, 110.575487 and is approximately 10 miles north of the Mexican Border. The property is defined on the north, east, south and west perimeter by a 6-foot chain link fence topped with barbed wire and concertina wire. The east, south and north sides of the fence view open terrain with vegetation. The west side views the railroad tracks, an Immigration and Customs Enforcement (ICE) office and numerous commercial shipping and receiving warehouses.

Responsibilities include:

· Serves as the collection point for all river flow data from Nogales to Rio Rico, AZ.

· Operate and maintain multiple flood warning, water accounting, special study, rainfall and evaporation stations.

· Participates in and collects samples for the Clean Rivers Program and other water quality programs.

· Provide the public, local, state and federal agencies information on operations and maintenance of the project.

Location: NIWTP 865 Rio Rico Industrial Road Rio Rico, Arizona. 85748 Condition of Project:

The facility has Physical Access Control Systems (PACS), Intrusion Detection Systems (IDS), Closed Circuit Television Systems (CCTV), fencing, lighting, and other security measures. The systems are managed by the CCURE 9000 Security Management System (SMS). Multiple security system components requirement replacement/upgrade.

The hours of operation for the facility are typically, Monday through Friday from 7:00 AM to 3:30 PM, except on holidays.

The areas along or near the US-Mexico border are plagued with human and narcotics smuggling and violence surrounding these activities. It is not within the USIBWC’s scope or desires to directly attempt to control, enforce, or prevent these activities. However, USIBWC is committed to upgrading an effective physical security system to enhance its abilities to effectively delay, deter, and deny access to unauthorized persons, vehicles, and decrease its susceptibility to criminal and terrorist action upon its properties.

I. SUMMARY

2. List by discipline the name, qualifications, duties, responsibilities and authorities for all persons proposed to be responsible for Installation Quality Control and/or Quality Assurance.

3. Installation progress schedule.

4. Installation submittal schedule.

11. A definable feature of work is a task that is separate and distinct from other tasks and has separate control requirements. It could be identified by different trades or disciplines, or it could be work by the same trade in a different environment. This list will be agreed upon during the coordination meeting.

12. The USIBWC may supplement the IQC testing with independent assurance tests and inspections (Quality Assurance).

H. Acceptance of the Work by the Installation QC Manager does not mean the Government accepts the Work.

I. Control of Phases of Work

1. Prior to the start of any work activity the Contractor shall hold a meeting to ensure that all project personnel have a thorough understanding of work to be done. The meeting should include discussions relating to what will be accomplished, by whom it will be performed, and where, when, and how the work will be done. These meetings are to ensure that all parties have the same understanding of the installation intent, have the appropriate plans and any special details, and are aware of safety regulations and procedures that need to be followed. At this time the QC inspection checklist for this activity should be reviewed.

J. Installation QC/QA Documentation

1. The Contractor, Project Manager, Installation Contractor, and/or subcontractor shall maintain current records providing factual evidence that required quality control activities and/or tests have been performed. These records shall include the work of subcontractors and suppliers

K. These records shall indicate a description of trades working on the project; the number of personnel working; weather conditions encountered; and any delays encountered. These records shall cover both conforming and deficient features and shall include a statement that equipment and materials incorporated in the work and workmanship comply with the Contract.

L. IBWC Form 163, Contractor's Daily Quality Control Report, shall be used to document this data. The original Form 163 with copies of these records in report form shall be hand carried to the Government daily within twelve (12) hours after the date(s) covered by the report, except that reports need not be submitted on calendar days on which no work is performed. As a minimum, one (1) report shall be prepared and submitted for every seven (7) calendar days of no work and on the last day of a no work period. All calendar days shall be accounted for throughout the life of the Contract. The first report following a day of no work shall be for that day only.

M. IBWC Form 163 shall be signed and dated by the Installation QC/QA Manager. The report from the Installation QC/QA Manager shall include copies of test reports and copies of reports prepared by all subordinate quality control personnel. All these items shall also be provided to the COR in electronic format. IBWC Form 163 can be provided as a pdf scan of the original or as a pdf or word document containing a scanned electronic signature. All test reports and other items attached to the daily report shall also be scanned into pdf format.

1. The minimum scan resolution shall be 300 dpi by 300 dpi.

2. Color documents shall be scanned in color.

3. Test reports, QC/QA reports, inspections, minutes, etc. shall all be submitted in separate electronic files.

4. The file names for the electronic files shall always start with the Contract Day number and shall also contain a brief description as well as the calendar date. For example, 065 DR Contractor Name IBMxxCxxxx 12-13-2025.pdf or 065 QC IBMxxCxxxx 12-13-2025.pdf.

N. Notification of Noncompliance - The Government will notify the Contractor of any detected noncompliance with the foregoing requirements. The Contractor shall take immediate corrective action after receipt of such notice. Such notice, when delivered to the Contractor at the worksite, shall be deemed sufficient for the purpose of notification.

O. Contractor Responsibilities - The Contractor shall be responsible for the quality of installation and materials incorporated into the project. The Contractor’s Quality Control measures are to ensure that operational techniques and activities provide material of acceptable quality. Contractor sampling and testing shall be performed to control the processes and determine the degree of material compliance with the Contract Provisions.

VIII. INSTALLATION TASKS

Installation shall not commence until after Government review and compliance confirmation of design and NEPA review.

The Contractor shall furnish all services, materials, supplies, equipment, investigations, studies, project supervision, and travel as required in connection with this PWS and as outlined in the PSA Reports for NIWTP which includes items listed in the next table.
