About this file
This document contains Questions and Answers (Q&As) for a Security System Upgrade solicitation by the International Boundary and Water Commission (IBWC) for the Nogales Field Office in Rio Rico, Arizona. The Q&A provides clarification on technical specifications, including software versions (CCURE 2.90, Victor Video Edge 5.9), preferred operating systems (Windows Server 2022/2025, Windows 11), and training details. Equipment requirements are flexible, with no specific preferred equipment list, as long as vendors meet the minimum specifications outlined in the Performance Work Statement (PWS).
The solicitation (FY254361002) is a 100% small business set-aside with a NAICS code of 561621, targeting security systems services. Quotes are due on June 25, 2025, at 3:00 pm MST, with a 90-day validity period. The contract will be awarded using a lowest price technically acceptable (LPTA) methodology, evaluating technical acceptability, technical approach, and past performance. The previous maintenance contract was held by JNV, which was not exercised. A site visit is recommended and can be arranged with Jason Oliver, who is also the Contracting Officer's Representative (COR) for this opportunity.
