About this file
This document is a Questions and Answers (Q&A) file for a Security System Upgrade project at the International Boundary and Water Commission (IBWC) Nogales Field Office in Rio Rico, Arizona. The Q&A provides detailed facility information, including the site's construction history (originally built in 1951, with upgrades in 1972, 1992, 2009, and latest security upgrades in 2017), total area of 543,388 square yards, and specific building details. Key technical specifications include existing cable infrastructure, power stability, wall types, and current security system components (BOSCH IDS system).
The associated federal contract opportunity is a 100% small business set-aside solicitation (FY254361002) for a security systems upgrade with a budget of approximately $900,000. Quotes are due by June 25, 2025, at 3:00 pm MST, with a 90-day quote validity period. The contract will be awarded using a lowest price technically acceptable (LPTA) method, evaluating technical acceptability, technical approach, and past performance. Interested contractors must have an active Unique Entity Identifier (UEI) and can submit questions via email until June 18, 2025. A site visit is recommended and can be arranged with the Contracting Officer Representative, Jason Oliver.
