About this file

The document is a Questions and Answers (Q&A) file for a Security System Upgrade project at the Nogales Field Office, providing detailed site-specific technical observations and clarifications. Key findings include unresolved issues with the EL lock in the IT room, uncertainty about camera functionality, and infrastructure challenges with light poles. Specific technical details reveal that some cameras are non-operational, wireless connectivity is problematic, and there are inconsistencies in lighting infrastructure, with some poles using incandescent bulbs and others using LEDs.

The associated federal contract opportunity is a 100% small business set-aside solicitation (FY254361002) issued by the International Boundary and Water Commission for a security systems upgrade. The project is located at 865 Rio Rico Industrial Park in Rio Rico, AZ, with a NAICS code of 561621 and a small business standard of $25.0 million. Quotes are due by June 25, 2025, at 3:00 pm MST, with a 90-day quote validity period. The government will award the contract using a lowest price technically acceptable (LPTA) evaluation method, considering technical acceptability, technical approach, and past performance.

QAs 6/23/25

IT Room – The EL lock is currently not working. Will this need to be included in the scope for repair or replacement?

If the IT room is the Server Room in Bldg 100 or the Equipment Room in Bldg 101 then they should be covered and replaced. Unsure of any other “IT Room”. Bldg 102 has a few spaces. I may have put a CR and electronic lock on there, where only a standard lock is located. If just a standard lock, I believe we should have a CR, EL, REX installed.

Master Control Canopy – We noticed there are two PTZ cameras mounted that do not appear on the provided prints. Can you confirm if these are part of the current scope and if they are wireless?

The two cameras on the Master Control Canopy were old cameras from a previous system. They are not on the current scope.

Building 500 – We were unable to access the security cabinet due to a locked box. Could you provide information on what equipment is housed inside?

Cabinet has the power/network and istar, edge reader for Bldg 500 and security camera.

Additionally, Bldg 500 includes a CR, REX, and two doors with door controllers. How is access from Bldg 500 configured when connecting to the Admin building?

Access is sent to the security cabinet where an Edge Reader Assembly is networked via a wireless bridge network back to Administration Bldg to the main GCM and then to the Security Server.

Light Poles – Are we expected to upgrade all pole lights to LEDs? Some poles have LED fixtures while others still use incandescent bulbs.

Do all existing pole lights currently function? - Unsure. Have not troubleshot each pole. Could be combination of faulty power lines, bulbs/LEDs, or light assemblies.

Are there photocells controlling all the light poles? Some have them, but over multiple years of replacements, the lights have different infrastructure. Goal of project is to find an efficient solution to have all mast lights the same that are controlled by photocells for night time operations.

We identified several locations where poles were missing—should these be replaced? Depends on location and if another light source is within same vicinity.

Camera System Status – We were unable to access the NVR during the visit to verify camera footage or confirm how many cameras are currently operational.

Will access be granted for system review? NVR is currently not operational. Elected to not repair due to potential overhaul of entire system.

Is there a way to test or confirm wireless signals to each of the pole-mounted cameras? That requires a network engineer. Signals were tested over multiple years via O&M contract. However, within last few years connectivity lost due to unknown issues.
