PROJECT DESCRIPTION/SERVICES REQUESTED
SERVICES REQUESTED
Provide a complete PSC Proposal for all required Professional Architectural and Engineering Services in compliance with the State of Michigan, Department of Technology Management and Budget (DTMB) Project Statement Form (DTMB427), DTMB Billing Rate Professional Services Contract and the DTMB 430 RFP Billable Rate Form (DTMB 430), and DTMB State Facilities Administration, Design and Construction Division (DCD) policies and procedures for:
Complete Phase 100, 400, 500, 600, and 700 services to produce plans, permit applications and contract documents for each of the project scopes. The services and products provided shall be compatible with MDNR facility and operational requirements and practice.
PROJECT DESCRIPTION:
This project consists of 2 individual projects as described below. Each project design is to be developed into separate bid packages with separate letting processes and separate construction administration processes. The design meetings may be held concurrently.
PROJECT #1: Indian Lake State Park – South Unit – Toilet/shower buildings, drain fields/lagoon, water line replacement, and Sanitation Station redevelopment:
DNR PRD desires to retain a professional services consultant (PSC) to complete the necessary Phase 400, 500, 600, and 700 professional services for completing design and developing contract documents for the following scope items:
mailto:kcheli@michigan.gov mailto:GreenD1@michigan.gov mailto:barschj@michigan.gov mailto:pascoej2@michigan.gov
Scope item #1: Removal and replacement of three existing toilet/shower buildings with two standardized toilet/shower buildings.
The new toilet/shower buildings shall be located at the site of the existing central toilet/shower building. The DNR is looking to restore the site of the northern toilet/shower building but not to construct modern campsites at that location.
The consultant shall evaluate the Park’s water and electric utilities to confirm that they are adequate in capacity to support the proposed toilet/shower building. For the basis of the proposal assume that the evaluation of the water and electric utility confirms that they are adequate.
Replace three existing toilet/shower buildings with two standard DNR toilet/shower building
a) Demolition of three existing toilet/shower buildings (North, Central, and South toilet/shower buildings).
i) The existing buildings measure approximately 34’ L x 26’ W, are wood framed, and have a masonry foundation. The buildings date from 1951/1952.
ii) Each building has had a hazardous materials survey already completed.
iii) Site restoration will be required at the site of the existing north toilet/shower building. The north building is proposed to be demolished 24” below grade and receive turf restoration.
iv) The proposed “Standard” toilet/shower building sites are proposed to utilize the current Central and
South toilet/shower building’s sites.
b) Construction of 2 new DNR standard toilet/shower building based on the PRD toilet/shower building floor plan and construction type, construction materials, with similar room finishes and fixture types.
i) At the design kick-off meeting the DNR will provide clear guidance on previously accepted submittals for all trades.
ii) The DNR will provide for information the plans and specifications drawings from the PRD standard.
iii) The proposed toilet/shower building is anticipated to be located at the same site as the existing
Central and South toilet/shower buildings.
iv) New ADA compliant sidewalk(s), site grading, and site landscaping will be required to extend accessible sidewalks from the proposed toilet/shower building to the existing parking area and roadway connections.
v) 3-4 vehicular parking spaces are desired at the new toilet/shower building. Of these 1 should be a van accessible ADA compliant parking space and access aisle.
Scope item #2: Demolition or abandonment of the two standalone drain fields which currently support the north and central toilet/shower buildings. Replacement of the existing wastewater lagoon with either a septic tank and tile field or a PSC recommended wastewater disposal system (lagoon, etc.) per consultation with Local Health Dept and EGLE (DEQ) wastewater disposal design requirements. EGLE wastewater disposal recommendations may require pretreatment based on the concentration of effluent from the sanitation station. Perform a Phase 400 study evaluating the options of replacing the existing lagoon and the two existing drain fields with a combined system including either: a septic tank / drain field system, or the replacement/rehabilitation/ or expansion of the existing lagoon system, or an alternative option as recommended by the PSC or per the guidance of the EGLE.
The Phase 400 analysis shall develop a basis of design for water and wastewater flows and determine the scale of development necessary to consider each option. The study will evaluate the potential impact to park lands, such as:
additional areas requiring development; potential wetland impacts; and any required archeological survey efforts. The study shall determine if the existing septic tanks and drain fields can be abandoned or if they will require removal and restoration. The study will consider the compatibility of the proposed on-site sewage disposal system options with the concept that proposes to replace two of the existing toilet/shower buildings with one new toilet/shower building (and retaining the south toilet/shower building). The study will discuss the necessary infrastructure transitions necessary to be compatible to such a proposal. Additionally, the study will evaluate existing pump stations and equipment and make recommendations for replacement or rehabilitation of components. The study shall consider permitting, licensing, and lifecycle maintenance costs of each system. The study shall initiate all necessary permitting discussions to inform the considered options.
1) Perform soil explorations per EGLE requirements. Determine soil suitability and design parameters.
2) Recommend siting of proposed onsite sewage disposal system.
3) Review contributing sewer piping, pump station, equipment, and supporting utility infrastructure for adequacy of reuse and/or for compatibility with tying the proposed project into the existing system.
4) Wetland delineation is assumed to be required to fully utilize park lands found to the south of the existing campground, north of County Road 442, and west of County Road 441.
5) Perform effluent sampling to inform the design and analysis of the proposed on-site sewage disposal system.
6) Update effluent sampling results if required to inform the design and analysis of the proposed on-site sewage disposal system.
Scope item #3: Replacement of the existing waterline supporting the proposed north toilet building and associated water fountains/jug fillers shall be included. All proposed water lines shall be directionally drilled. GPR shall be performed on all proposed routes prior to advertising the project to ensure the proposed routes will be constructable.
Scope item #4: Evaluate the existing park sanitation station for upgrade and potential expansion to include a new water fill and sanitary dump island and or driving lane, expanded staging lanes and or possible relocation if appropriate. This waste is currently incorporated into the lagoon system (refer to scope item 2 above).
At Indian Lake Phase 100 is not anticipated for the scope items requested above but PSC’s may add that phase if they feel it will is needed or will be a benefit to the project.
A project construction budget has not yet been determined. The construction budget is intended to be developed by the Phase 400 – Phase 500 development effort.
PROJECT #2: Renovate/ Upgrade or Redevelop Existing Raft and Spring Viewing Infrastructure at Palms Book State Park
The Big Spring and self-propelled raft experience is a unique and very popular experience and draws over 200,000 visitors per year. The raft structure, self-propulsion unit, and docking system are nearing the end of their functional design life and are becoming more operationally intensive and require a major upgrade and or replacement.
Furthermore, the increased popularity of Palms Book State Park combined with the limited raft capacity and variable use time of the Big Spring viewing raft system generates long visitor wait times and visitor stacking waiting to board the raft to view the springs. As part of the scope of the project, DNR PRD would like to study alternative spring viewing infrastructure options that will maintain a comparable or improved viewing opportunity of the springs, meet American with Disability Act requirements, reduce or eliminate the visitor waiting time to view the springs. By reducing or eliminating the spring viewing visitor wait time the overall site use time should be reduced and thus relieve pressure on the limited parking available. Additional benefits are anticipated with reduced environmental impact of visitor foot traffic through and within the sensitive cedar wetlands during extended wait time.
The scope of work shall include a minimum of three schematic design options for proposed spring viewing improvements. The improvements shall take into consideration limited impact of the surrounding cedar wetland, preservation of specimen trees and high-quality natural features, view sheds of the big spring impoundment and the river exit, surface water flow and movements, existing site character and aesthetics. A general assessment of the existing site carrying capacity should be included that evaluates available parking spaces, raft capacity, raft viewing timing, peak use and site congestion conditions for mitigation.
A project construction budget has not yet been determined. The construction budget is intended to be developed by the Phase 100 – Phase 500 development effort.
Construction is proposed to begin following Labor Day of the year of construction and extending through winter and with a proposed completion date of the next year prior to the 4th of July holiday.
