About this file
This document is Addendum No. 1 to a Request for Proposal (RFP) issued by the Michigan Department of Technology, Management and Budget (DTMB) State Facilities Administration Design and Construction Division for professional services related to the Indian Lake/Palms Book Improvements project, file number 751/22021.JBB. The addendum provides clarifications, modifications, and additional information for the project, including an attached list of eligible proposers, new well proposal and records, and responses to questions regarding hazardous materials surveys, existing permits and plans, water well information, utility maps, park site plans, ground penetrating radar (GPR) work, and effluent testing requirements. The proposal is due on June 15, 2023.
The addendum indicates that the successful Professional Services Consultant (PSC) will be required to include the addition of a second well for redundancy as part of the scope of work for the Indian Lake project in all applicable phases. EGLE (the Michigan Department of Environment, Great Lakes, and Energy) and their design requirements and permitting process will define the specifics around effluent testing locations, monitoring wells, and other wastewater infrastructure considerations that the PSC will need to incorporate based on their professional expertise.

Clarifications:
Please Plan to add PSC effort for the inclusion of a second well for redundancy as a scope of work for Indian Lake project in all phases as applicable.
Questions and Answers:
Indian Lake State Park Scope:
Q: The Project Statement states that each toilet/shower building has had a hazardous materials survey completed. Only one was included in the documents provided in Sigma VSS. I assume the other 2 will be provided upon request.
A: Yes, the additional reports will be provided to the successful PSC. The report included in the RFP is for South Building, or the first building you see when you enter the campground.
Q: Can we get a copy of the existing EGLE Lagoon Permit?
A: See attachments http://www.buy4michigan.com/
Q: Are existing plans available for the treatment lagoon?
A: Plans will be made available to the successful PSC.
Q: Can you provide information on the existing water well at Indian Lake State Park if consideration for a new well is going to be added.
A: Attached are the well contractor options that were implemented in 2020 on the existing well and the well record.
Q: Are any utility maps available for Indian Lake State Park other than the waterline drawing provided?
A: Yes, all plans will be made available to the successful PSC.
Q: Are there any park site plans available?
A: Yes, all plans will be made available to the successful PSC.
Q: What is the intent of the GPR work under the allowance section? Are we trying to locate the existing watermain or identify if conditions are acceptable for boring? Can this be done with soil borings?
A: The intent for GPR would be to locate any live, underground utilities that would be at risk or potentially compromised during soil investigations or proposed new construction.
Q: Where is the location of the effluent testing? Is it expected to test at each restroom and the sanitation station (4 locations x 4 sample sets)? Or only at the discharge to the lagoon?
A: EGLE and the EGLE design requirements and permitting process define where, how, and what duration effluent testing is required. We will rely on the PSC previous experience and professional expertise in wastewater infrastructure to understand and incorporate all such permitting agency requirements and considerations.
Q: Will there be a need for monitoring wells at the lagoons?
A: EGLE and the EGLE design requirements and permitting process define where, how, and what duration monitoring wells may be required. We will rely on the PSC previous experience and professional expertise in wastewater infrastructure to understand and incorporate all such permitting agency requirements and considerations.
