About this file

The document is a Project Area Access Instructions file for the BCLH Stewardship IRSC Phase 3 solicitation, detailing the process for contractors to obtain road access to the project area. Contractors must follow a three-step process: 1) Provide at least two working days' notice to three specified Forest Service contacts (Heidi Andersen, Brett Blundon, and Darrin Neff), 2) Complete and return a road use permit and risk assessment electronically, and 3) Receive signed permit and gate codes from the Ranger. Contractors are required to carry the permit at all times when accessing the closure areas, as the Marion County Sheriff's department patrols these regions and may issue citations without proper documentation.

The accompanying federal contract opportunity is a U.S. Forest Service stewardship contract for fire-damaged road system risk reduction in Marion County, Oregon, covering 1,843 acres near Detroit, OR. The project involves cutting and removing fire-killed timber within 100 feet of roads, performing small fuels treatment, road reconstruction, and delivering fish logs, with a performance period from award through 10/15/2029. The solicitation (12363N25R4003) will use a best value source selection method, requires technical proposals, and involves mandatory and optional acres for timber removal totaling approximately 389 acres and 40,472 tons. A site visit is scheduled for April 1, 2025, and contractors must submit a bid bond of 20% of the construction total price. The estimated contract will be a firm, fixed-price contract with Service Contract Act and Davis-Bacon Wage Determinations applying.

Project Area Access for BCLH IRSC solicitation

For contractors seeking to view treatment units within the BCLH IRSC project area, access approval must be granted by the Ranger District. This document outlines the process for obtaining a road use permit to access areas within the Forest Closure area.

Step 1: Provide at least two working days’ notice to Heidi Andersen (heidi.andersen@usda.gov), Brett Blundon (brett.blundon@usda.gov), and Darrin Neff (Darrin.neff@usda.gov) via email. Given the holiday season, it is prudent to email all three of these contacts to ensure that someone will be available to process this request.

Step 2: A road use permit and risk assessment will be sent to the requestor. The road use permit needs to be filled out and signed electronically. The risk assessment needs to be read and signed by all personnel that will be entering the closure area. These completed documents need to be returned to the Forest Service contact via email.

Step 3: The Ranger or their acting will sign the road permit and the risk assessment and email back to the contractor along with gate codes. This permit will be valid for the duration of the solicitation period and will grant access to the entire project area. The contractor will be required to carry this permit with them at all times while accessing the closure areas. Marion County Sheriff’s department does patrol these areas and the permit will be needed to avoid a citation.
