About this file

This document is a contract area map for the BCLH Stewardship IRSC Phase 3 project located in the Willamette National Forest near Detroit, Oregon. The map details 1,843 acres of treatment areas within burn scars from the 2020 Beachie Creek and Lionshead Fires, covering mandatory and optional subdivisions with specific road usage restrictions and treatment requirements. The project involves cutting and removing fire-killed timber within 100 feet of roads, performing hazard tree mitigation, small fuels treatment, road reconstruction, and road maintenance, with an estimated 16,850 tons of timber volume for mandatory acres and 23,622 tons for optional acres.

The contract's period of performance runs from the award date through October 15, 2029, with staggered deadlines for mandatory and optional work. Key project objectives include reducing hazardous fuel risks along fire-affected road systems and restoring access through burned areas. A site visit is scheduled for April 1, 2025, at the Detroit Ranger Station, and the contract will be awarded using a best value source selection method. Technical proposals are required, and the contract will be a firm, fixed-price agreement subject to Service Contract Act and Davis-Bacon Wage Determinations, with construction bonding requirements of a 20% bid bond and 100% payment and performance bonds.
