About this file

This document is a Standard Form 30 Amendment 0002 for the BCLH Stewardship IRSC Phase 3 solicitation issued by the USDA Forest Service. The amendment makes several key modifications to the original solicitation, including: adding two new attachments (Pre-proposal Site Visit Notes and Pre-proposal Meeting Handout), modifying the Schedule of Items, updating unit boundary descriptions, changing the estimated acres for off-road equipment use from 135 to 69, and providing additional guidance on product disposal methods such as air curtain burners, carbonizers, and chipping.

The amendment also adjusts specific technical details within the solicitation, such as reducing the total amount of woody debris to be staged from 350 to 225, and clarifying that roadside units were identified during environmental analysis by fire name (Beachie Creek or Lionshead Fire). These changes are part of a broader stewardship contract for the Detroit Ranger District of the Willamette National Forest, aimed at reducing hazardous fuels and mitigating risks in areas affected by the 2020 fires, with a contract period running through 10/15/2029.

(Beachie Creek Fire) or LH (Lionshead Fire) and then numbered and further subdivided by letter when necessary. Light Detection and Ranging (LiDAR) imagery was utilized to estimate the actual tree heights along the roadways within the project area. Basal Area (BA) mortality was estimated through burn severity using satellite imagery. Unit boundaries were subsequently delineated based on mortality estimates (>25% BA mortality) and remotely measured tree heights.

Unit widths are variable throughout the unit length and on the uphill/downhill side of the road. Unit widths will be wider or narrower based on changes in estimated tree height at any specific location. All due effort was utilized to provide a robust analysis and prescription for the different types treatments along each road section.

5. Solicitation section: H.4 Safety, page 38, paragraph 3, strike the number 135 from sentence one (1) and replace with 69. This is the correct number of estimated acres that may be available for off-road, ground-based equipment use.

6. Attachment 1, Appendix A, Section II, Part 3.

Item Descriptions, Mandatory Item 1, add the following bullet immediately above the table.

*Additional methods of disposal and/or beneficial reuse, such as air curtain burners, carbonizers, biochar production or chipping of product may occur. The road system must be able to accommodate the type of equipment planned for use. The contractor shall address the method planned in the Technical Proposal and is encouraged to identify opportunities for improved efficiency and/or cost savings. If product is chipped, it shall be removed from the Forest and scaled. If the contractor elects to dispose of the product in a fashion that foregoes scaling, a modification shall be executed to account for and/or adjust product volume and value if necessary.

7. Attachment 1, Appendix A, Section II, Part 3.

Item Descriptions, Mandatory Item 7, strike number 350 in the first bullet and replace with

225. This is the correct total amount of woody debris to be staged.
