Project 655-20-202 Atrium Renovation Building 22 at the Saginaw VA Medical Center
ALL ITEMS MUST BE PRICED IN ORDER TO BE RESPONSIVE TO THE SOLICITATION
Per Veterans Affairs Acquisition Regulation (VAAR) Provision 852.236-92 – NOTICE TO BIDDERS – ADDITIVE OR
DEDUCTIVE BID LINE ITEMS (APR 2019) The low bid shall be the Bidder that—
(i) Is otherwise eligible for award; and
(ii) Offers the lowest aggregate amount for the first or base line item, plus or minus (in the order stated in the list of priorities in the bid schedule) those additive or deductive line items that provide the most features within the funds determined available.
The included Deductive Bid Items are listed in descending order of priority in the event funds are not available to award Bid Item I, Base Bid, Entire Project. Deductive No. 1 is the highest priority, and Deductive No. 2 second highest priority.
BID ITEMS
Bid Item No. I, Base Bid, Entire Project: Work includes, but is not limited to, general construction, alterations, roads, walks, grading, drainage, and necessary removal of existing structures and construction and certain other items. The intent of the project is to remove Tank 5, a 4,000- gallon underground storage tank (UST) and replace it with an above ground storage tank (AST) feeding the generator in Building 19. Building 19 Generators must remain in service so that the hospital remains functioning while replacement is occurring. A temporary tank is required during construction so VA personnel can manually fill day tanks if needed. Work shall include preparation and submission of all environmental permits and reports, environmental testing, excavation, site restoration/improvements, physical security upgrades, and modernization of the mechanical, electrical, plumbing and technology systems to/from the new AST to the generator. A phasing plan must be developed to prevent disruptions to the medical center’s operations during the switch over of the Building 19 generator fuel tank from the UST to the AST. Environmental remediation of contaminated soil or other hazardous conditions discovered during the project shall also be included.
Performance Period for Bid Item I, Base Bid, Entire Project is One Hundred Twenty (120) Calendar Days after receipt of Notice to Proceed.
